LIMITED SOURCES JUSTIFICATION
NATIONAL NUCLEAR SECURITY ADMINISTRATION
OFFICE OF DEFENSE PROGRAMS
OFFICE OF MAJOR MODERNIZATION PROGRAMS
DE-NA0000461/DE-BP0003135
February 7, 2017
I. AGENCY IDENTITY AND CONTRACTING OFFICE
The Office of Major Modernization Programs (NA-19) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract for additional technical support services by using an authority for limited sources. The contracting activity is the NNSA Non-M&O Contracting Operations Division, Services Acquisition Branch, Headquarters Program Section.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This acquisition action is to modify TechSource, Inc. (TechSource) Task Order DE- NA0000461/DE-BP0003135 to extend the period of performance for an additional seven (7) weeks. The current task order was competed amongst the current Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Technical, Engineering and Programmatic Services Blanket Purchase Agreement (BPA) holders and was awarded to TechSource on August 8, 2013. The current Labor Hour Task Order expires February 11, 2017 and has a current ceiling price of $4,110,154.55. Modification 0009 will extend the period of performance of the task order for seven weeks, from February 11, 2017 to March 31, 2017. The seven week extension is valued at $89,595.57; however, there is currently enough room within the current ceiling of the task order available for the extension; therefore the modification represents a no-cost extension. The ceiling price of the task order will remain the same at $4,110,154.55.
III. DESCRIPTION OF SERVICES
The Office of Major Modernization Programs (NA-19) ensures the efficacy of the nuclear weapons stockpile by planning, executing, and monitoring the progress of all weapon-related Major Modernization Programs that support the nuclear weapon stockpile. All these programs enable long-term viability of the Nation’s Nuclear Weapons Stockpile and infrastructure. To accomplish this, NA-19 develops plans, manages projects, creates budgets, and executes strategies for Major Modernization Programs, from requirements definition through First Production Unit (FPU) for weapons and from CD-0 through CD-2 for Science and Manufacturing Capabilities. To support NA-19 with its mission, TechSource will continue to provide technical support services under the seven-week extension in the following technical areas: Information and Data Management, Construction Management Support, Infrastructure and Facilities Management Support, and Program Capability Based Investments Support.
The seven week extension is valued at $89,595.57; however, there is currently enough room within the current ceiling of the task order available for the extension.
IV. AUTHORITY
The authority permitting limited sources as implemented by the Federal Acquisition Regulation (FAR) is Subpart 8.405-6 (a)(1)(i)(C) - In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
V. JUSTIFICATION FOR USING THE LIMITED SOURCES AUTHORITY
TechSource currently provides technical support services to NA-19 under Task Order DE- BP0003135 and is the only source capable of providing the services within the timeframe required. TechSource’s Task Order expires on February 11, 2017, and NA-19 requires continued support for Information and Data Management, Construction Management Support, Infrastructure and Facilities Management Support, and Program Capability Based Investments Support. Extending DE-BP0003135 is the most economic and efficient method to obtain the required technical support services because TechSource is familiar with and is currently supporting work to establish integrated program metrics between NA-19 and NA-50, as well as overhaul the current Construction Working Group process. TechSource has been providing support for these efforts for approximately one and a half years: (i) providing subject matter expertise on information models for managing and tracking portfolio execution, (ii) analyzing current and previous infrastructure management best practices, (iii) developing briefing materials for senior leadership, (iv) participating in weekly team meetings, and (v) supporting the development of the methodology and materials for evaluating alternate courses of action.
Transferring the task order to another contractor for seven weeks would require additional time and costs to allow it to become familiar with the current and proposed program exectution metrics of NA-19, NA-50, and the Construction Working Group. This would cause duplicative costs and would negatively impact schedule. This modification is a logical follow-on in that it is a continuation of the work scope TechSource currently performs under Task Order DE- BP0003135. Additionally, the original task order was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was competed amongst all TEPS BPA Holders.
VI. CONTRACTING OFFICER DETERMINATION OF BEST VALUE
The contracting officer has determined after considering the level of effort and the mix of skills available for the tasks needed, that the proposed action represents a reasonable total price and will be the best value for the Department consistent with FAR 8.404(d). The Contracting Officer compared TechSource’s proposed price of the extension to the Independent Government Cost Estimate and the competitive prices on the original award.
VII. MARKET RESEARCH
Additional market research was not conducted for this action because the Government intends to compete a follow-on requirement for additional technical support services for NA-19 under the DOE/NNSA Technical, Engineering, and Programmatic Support Services (TEPS) Blanket Purchase Agreement (BPA) and expects to make award by March 2017.
VIII. OTHER FACTS
There are no other facts relevant to this Limited Sources Justification.
IX. STEPS TO FOSTER COMPETITION
NNSA will recompete the future requirement for additional technical support services for NA-19 under its TEPS BPA.
