About this file
This is a Request for Proposal (RFP) issued by the Board of Regents of the University of Minnesota for architectural and engineering professional design services for the St. Paul Residence Hall project. The University seeks comprehensive design services for a state-of-the-art 500-bed residence and dining hall located north of Buford Avenue and west of Buford Circle on the St. Paul campus, positioned to replace the Bailey Hall, Dining Center, and Student Center complex. The project must accommodate phased expansion for future housing to serve upper division undergraduate and graduate students. A pre-proposal meeting is scheduled for October 13, 2026, at 11:00 AM at McNeal Hall, with attendance highly encouraged but non-mandatory. The RFP deadline is October 28, 2026, at 2:00 PM Central Time, with shortlisting for interviews occurring November 9, 2026, and interviews scheduled for November 17, 2026. The anticipated authorization to proceed is November 25, 2026. Critical project milestones include predesign completion by March 26, 2027, and construction document phase completion by June 23, 2028, with construction anticipated to commence in summer 2028 and substantial completion targeted for April 2030.
The contract sum is a fixed lump sum fee to be determined through the proposal process, with a preliminary construction budget of $100,000,000 established for the residence hall. Required design services include supplemental services comprising programming/predesign, furniture and furnishings and equipment (FF&E) design, net zero analysis, and basic services encompassing schematic design, design development, construction documents, and procurement/construction administration phases. The selected respondent must utilize live cost modeling throughout design phases to maintain strict budget alignment and adhere to current Minnesota B3 Guidelines and SB2030 Energy Standard requirements. Evaluation criteria allocate 30 points each for respondent team qualifications, project work plan, and project fee; 10 points for project schedule; and pass/fail for RFP cover page and declaration. Proposals must submit all required attachments without modifications, including team qualification matrices with one-page resumes, project data sheets for up to three comparable projects completed within the last five years, a seven-page maximum project work plan, a detailed project schedule, and hourly rate schedules with lump sum fee tables. The contract will be executed using the AIA B101-2017 Owner and Architect Agreement as modified by the University, with no exceptions or deviations permitted.

1.0 PROJECT INFORMATION
1.1 Background
The Board of Regents of the University of Minnesota (the “University”) is requesting
Proposals to provide professional design services for a new residence hall for the St. Paul campus (the “Project”).
1.2 Project Description (the “Work”)
As part of the St. Paul campus strategic revitalization, the University of Minnesota is seeking Design services for a state-of-the-art 500-bed residence and dining hall. The
Project directly addresses a demand for modern on-campus housing for undergraduate students.
The Project will be located north of Buford Avenue and west of Buford Circle, in the area currently occupied by Bailey Hall, Dining Center, and Student Center complex. The design must accommodate a phased expansion for future housing needs in St. Paul, which may include additional standard residence hall or apartment-style units for upper division undergraduate and graduate students.
The Project has identified a preliminary construction budget of $100,000,000. The
Respondent will be required to utilize live cost modeling throughout the design phases to maintain strict budget alignment. While the University will handle all building / utility demolition and site clearing under a separate contract, the selected Residence Hall Design partner must coordinate with the University to align utility work, excavation, backfill and site restoration.
Construction is anticipated to commence in the summer of 2028 and the Design team should expect an early Bid Package for site preparation, footings and foundations prior to the 100% Construction Document set. Substantial Completion will be in April 2030.
Sustainable Design: The Project is to be designed to follow the current version of the
Minnesota B3 Guidelines (B3) for sustainable design, including the requirements of the
Minnesota SB2030 Energy Standard (SB2030). Capital Project Management (CPM) will manage the review and approval of sustainable design documentation. Energy modeling shall be included at each design phase to evaluate options for reducing energy use to meet the sustainable building requirements.
Furniture, Furnishings, and Equipment (FF&E) Design Services: The selected
Respondent will partner with CPM’s Interior Designer to recommend and select furnishings available through the University’s Purchasing policies. CPM will provide templates required to complete this process (specification forms, product sheets and tagged furniture installation plans). The selected Respondent is to write the detailed https://design.umn.edu/center-sustainable-building-research/projects/minnesota-green-building-program http://b3mn.org/
RFP Number: 02-402-27-4235 Page 4 of 18 specifications necessary for bidding and procurement, partner with the CPM Interior
Designer to establish the Project’s installation schedule and be available for the punch process
Net Zero Analysis: In preparation to implement the Twin Cities Climate Action Plan, the
Predesign Report will include an Appendix describing at a high level the following implications of moving from the current SB2030 energy and carbon reduction requirements to net zero operational carbon:
• Physical Design Implications
• Design Fee Implications (Predesign and Basic Services)
• Construction Cost Implications
At this time, assume use of the SB2030 tools to document net zero operational carbon compliance during design phases.
