5.2. Project Goals
The City of Lilburn seeks to implement green infrastructure improvements within Lilburn City Park to stabilize a section of Camp Creek, a critical segment within the headwaters of the Yellow River, part of the Ocmulgee
Watershed. The project aims to address ongoing environmental degradation documented in a 2022 Streambank
Assessment, by applying bio-engineered stabilization techniques to approximately 890 linear feet of impacted https://procurement.opengov.com/signup stream channel and its associated 50-foot riparian stream buffers. These improvements will mitigate flooding, sedimentation, and erosion along this highly visible corridor situated between the CSX Transportation railroad and the Camp Creek Greenway Spur Trail bridge.
This segment of Camp Creek underwent realignment and restoration in 2012, followed by further reconfiguration in 2015 through a Gwinnett County watershed improvement project utilizing traditional hard armoring BMPs with all necessary federal and state permits. Except grounds maintenance, no subsequent disturbance in this area has occurred since, so no new cultural resource impacts or negative environmental effects are anticipated with the effort.
The need for this restorative project is rooted in the continued environmental stressors affecting the creek, including persistent flooding and bank instability due to urban runoff. The proposed stabilization measures aim to enhance the ecological function of the watershed by reducing erosion and improving water quality.
Floodplain and buffer revegetation with native species will slow surface runoff, trap sediment, and promote nutrient uptake, ultimately fostering a healthier aquatic ecosystem.
Beyond environmental restoration, the project aims to create accessible educational spaces and foster community stewardship of stream buffer management. In-channel structures aim to establish engagement areas where visitors can physically interact with the stream, and alternative assessments may be conducted to determine the feasibility of an accessible overlook and/or a second permanent pedestrian stream crossing.
The project is also vital for maintaining Lilburn City Park’s role as a key recreational and cultural hub.
Streambank stabilization will support expanded nature-based recreation opportunities and align with the City's
Natural Resource/Greenspace and recreation goals of enhancing the aesthetics of the greenway, exploring expansion and passive recreation opportunities, and reinforcing the buffer with native landscaping to improve resiliency.
As Lilburn City Park continues to be a highly frequented venue for cultural events and recreational activities, this project aims to contribute to long-term flood resiliency, ecological health, and community enrichment, ensuring sustained benefits for park and trail users.
5.3. Approach
The City of Lilburn seeks a qualified consultant to manage engineered design, permitting, and construction bid support for the streambank stabilization project to adhere to all applicable Federal, State, regional, and local land development and environmental regulations. Project compliance will include, but is not limited to NEPA, the Clean Water Act (CWA), state and local erosion, sedimentation, and pollution control measures, stormwater/NPDES requirements, floodplain management guidelines, wetlands protection standards, stream buffer protection and variance mitigation protocols.
A qualified project administrator will be identified to act as the City’s agent, overseeing pre-submittal coordination, completion and submission of necessary plans, permits and variance applications to ensure regulatory compliance with various agencies. Prior to final design document approval, potential NEPA environmental and cultural impacts will be identified and thoroughly assessed.
This project is intended to facilitate a federal earmarked EPA Community Grant via the Clean Water State
Revolving Fund (CWSRF) and matching funds for construction and contract administration (CA). Once the environmental review and permitting are complete, construction documents, cost estimates and technical specifications shall be finalized in accordance with federal guidance on competitively procuring a contractor for the purposes of bidding the construction and, if budget permits, construction administration (CA) phases. Therefore, the applicant shall demonstrate experience with applicable sections of 2 CFR 200 and federal procurement requirements for contractor bid packages and grant administration. If earmarked grant funds are insufficient for services, they will be reserved for construction only, and the City will seek alternative phasing or funding for CA.
The applicant shall provide a detailed narrative of their approach to the project and the proposed work sequence with full consideration of the 2022 Preliminary Plan and available data. Based upon experience and expertise, respondents may critique and/or expand upon activities necessary to complete the outlined tasks within the project timeline. However, alternative design elements shall be detailed and noted with proven equivalent success in similar applications to best meet project's environmental objectives. The firm(s') roles and team relationships, presented in an organizational chart, shall reflect expertise in the management and execution of each task and experience coordinating with local municipal leaders and the community. The proposal shall address goal-oriented approaches to design, permitting and mitigation as may be necessary, public outreach, outputs and outcomes, and conditions of federal community grant funded construction bid documents.
