About this file
This Design Criteria Package provides specifications and requirements for the Ralph Brennan Water Treatment Plant (WTP) Hardening and Upgrades Project, a progressive design-build initiative by the City of Daytona Beach to address critical infrastructure needs at the region's only water treatment facility serving over 100,000 customers across eastern Volusia County. The project encompasses four primary components: replacement of the electrical system, expansion of lime softening basins, implementation of onsite chlorine generation, and increased finished water storage capacity, with an optional fifth component addressing distribution system hardening contingent on available funding. The WTP, originally constructed in the 1970s and expanded in the 1980s to a 24 million gallons per day (MGD) capacity, has experienced documented vulnerabilities to extreme weather events including power loss from downed trees, equipment damage from wind-driven rain, and site flooding. The design-build team will be responsible for prioritizing the electrical system replacement as a standalone component with its own guaranteed maximum price to expedite construction, ensuring that critical treatment processes remain operational throughout replacement activities while addressing hardening, flood-proofing, and adding generator redundancy.
The project is estimated at $35 million and will be primarily funded through the State Revolving Fund (SRF) Drinking Water program with supplemental city funding for design phases and additional grant opportunities. The City was placed on the SAHM (Supplemental Appropriation for Hurricanes Helene and Milton) Priority List in November 2025 with a sponsor cap allocation of $35,139,169 in 100 percent principal forgiveness funding, with an additional $7,435,831 on the waiting list. The project must be fully completed by December 15, 2031, with final reimbursement submitted by January 31, 2032. SAHM-eligible components are exempt from Build America Buy America (BABA) requirements but must incorporate resiliency and hardening measures. The design-build team will handle SRF administration during construction, ensuring compliance with Davis-Bacon and American Iron and Steel requirements. If project costs exceed the allocated SAHM amount or scope increases, general SRF funding may be pursued to cover the remainder, with the design-build team assisting in facility planning, request for inclusion submissions, and loan administration.

Design Criteria Package Ralph Brennan Water Treatment Plant Hardening and Upgrades
Project
Project Overview
The City of Daytona Beach (City) is undertaking the Ralph Brennan Water Treatment Plant (WTP) Hardening and Upgrades Project. This project will address several key needs within the City’s only water treatment facility, including:
1. Harden critical infrastructure from extreme weather events.
2. Improve operational efficiency through the replacement of obsolete infrastructure and addressing condition concerns.
3. Increase process reliability through the addition of system redundancy.
This project consists of four (4) individual components located at the WTP as listed below in Table 1.

Project Need
As noted above, this project will address critical needs within and at the City’s only water treatment facility.
Below provides additional background to the individual needs.
Ralph Brennan WTP Hardening
The Ralph Brennan WTP is the only source of drinking water to over 100,000 residents in eastern Volusia County. Despite being located on the western edge of the City along LPGA Blvd, the facility is still highly vulnerable to damage from extreme weather events such as hurricanes. The City has witnessed these vulnerabilities firsthand over the past decade, including:
Loss of power from downed trees/power lines;
Loss of critical equipment from wind-driven rain;
Localized flooding of the LPGA Facility from rainfall;
Appendix A provides pictures of site flooding from past events.
Given the criticality of this facility, it is imperative that the facility be able to withstand future extreme weather events as well as increase its overall reliability to ensure the residents have access to safe drinking water, regardless of the weather. It is anticipated that the hardening efforts will include:
Increasing redundancy within systems
Flood-proofing of structures/processes
Elevating critical components above flood-levels, as needed
Obsolesce and Condition
The components of this project include systems/processes that are between 25- and 50-years old. As such, these components are either past their useful life or obsolete. Additionally, the associated structures/systems are in poor condition and need to be replaced. Further detail will be provided on this item within each component write-up.
Increasing Plant Operational Reliability
While the WTP is sized and permitted to treat up to 24 MGD of potable water, not all processes have full operational reliability. Thus, when systems need to be taken offline for maintenance, or due to damage, the ability of the facility to reliably meet customer demands is further strained. This issue will continue to worsen as the potable water demand increases with additional development. This project will provide the components needed to provide the facility with operational reliability, similar to Class I Reliability requirements for WRFs
Funding Overview
This project is estimated to cost $35M. The City plans to fund this through the State Revolving Fund (SRF) Drinking Water program, however limited portions of the project will also be funded directly by the City. Additionally, the City, alongside of the Design Build Team, may choose to seek additional grant funding to help offset project costs if they exceed the SRF allocation. It should be noted that if the guaranteed maximum price (GMP) for the total project exceeds the City’s budget, project components may be removed to reduce the total costs to within budgetary limits.
SAHM Allocation – In June 2025, the City submitted a Request for Inclusion (RFI) for SAHM funding related to damage sustained from Hurricane Milton. The RFI included all of the projects listed in Table 1 above, making them SAHM-eligible. In November 2025, the City was placed on the SAHM Priority List for the sponsor cap allocation of $35,139,169 (100 percent Principal Forgiveness), with another $7,435,831 of the City’s request being placed on the waiting list should funding come available.
SAHM-eligible projects must address resiliency/hardening as part of the project to ensure they meet the funding requirements but are exempt from Build America Buy America (BABA). The project must be fully completed by December 15, 2031 with final reimbursement submitted by January 31, 2032.
The City is working to get the loan agreement in place, with access to design funding by the time this project begins. The Design Build Team will work with the City to meet all requirements to ensure that construction funds are secured. Additionally, the Design Build Team will be responsible for SRF administration during construction ensuring compliance with Davis-Bacon and American Iron and Steel.
General SRF – If project costs rise about the allocated amount, or if the project scope increases, the City may pursue general SRF funding to fund the remainder of the project, with the amount requested being dependent upon the City’s budget. The Design Build Team will assist the City with acquiring general SRF funding. It is anticipated that this will include work associated with:
Facilities Plan, RFI, loan application and administration.
City Funding – The City plans to fund the Phase I (design) portion of this project.
Grant Funding – The Design Build Team will assist the City in identifying and pursuing grant opportunities that best align with this project, while taking the time constraints of this project into consideration.
It should be noted that multiple guaranteed maximum prices (GMPs) are anticipated to expedite the most critical project components.
Treatment Facilities Overview
The City owns and operates one (1) WTP that provides treatment to over 100,000 customers within the City of Daytona Beach, the City of South Daytona, portions of Daytona Beach Shores, and areas of unincorporated Volusia County.
Ralph Brennan WTP The Ralph Brennan WTP (Facility ID FL3640275) was constructed in the 1970’s and was expanded in the 1980’s to the current capacity of 24 MGD. The WTP treats raw water from 26 Upper Floridan wells utilizing a conventional lime softening treatment process. The treatment process also includes ozonization, pH adjustment, filtration, and disinfection utilizing chloramines.
Figure 1 provides the most recent process flow diagram for this facility. Figure 2 provides an overview of the Ralph Brennan WTP.

Ralph Brennan WTP SITE LAYOUT
Project Components
As noted previously, this project consists of four (4) different project components all located at the Ralph Brennan WTP. The following provides more in-depth information for each component. Appendix B provides limited design/record drawings for the initial plant construction as well as the subsequent plant expansion.
Ralph Brennan WTP – Electrical System Replacement
While initially constructed in the 1970’s, the last major construction at the Ralph Brennan WTP was when the facility was expanded to 24 MGD capacity in the mid-1980’s. Since that time, minor upgrades/improvements have been made. As such, much of the electrical system is original and is either past its useful life, or obsolete. Being the only source of potable water to over 100,000 customers in eastern Volusia County, the condition of the electrical system, leaves the customers highly vulnerable to loss of service resulting from electrical issues that are common during storm events. In 2022, the City completed an evaluation (see Appendix C) to document the condition of the electrical system in order to better prepare/plan for replacements/upgrades. The evaluation showed that most of the electrical system is either past its useful life, obsolete or both. This matches the City’s experience of only being able to find some replacement gear either in a refurbished state or on aftermarket websites.
In addition to the age/condition of the electrical systems, the electrical system is vulnerable to water damage from both rising water and wind-driven rain. During past storm events, wind-driven rain has entered electrical buildings and damaged critical electrical equipment.
It is critical that the existing treatment processes remain operational throughout the replacement process.
It is anticipated that the Design-Build Team will address the following items related to this project component:
1. Prioritization
a. Due to the consequences of failure associated with this project component, it is anticipated that it will be prioritized with an individual GMP such that construction can begin ahead of other project components.
b. This is a “must-have” project and will proceed regardless of other project components.
2. Electrical system replacement
a. Anticipated to include all electrical gear within the treatment process, including all standby emergency power. Consideration will be given to adding additional standby generators for redundancy.
b. Include grounding, bonding and lightning protection.
c. Arc flash and safety considerations should be accounted for.
d. In the event that a project component is eliminated from construction due to budgetary restrictions, associated electrical gear will still be replaced as part of this project component.
3. Electrical building hardening/protection
a. Consideration of how best to harden and protect the new electrical system from storm events. This could include new structures or utilizing existing on-site structures. If existing structures are utilized, hardening and flood-proofing must be included.
b. If new structures are deemed to be most feasible, consideration should be given to combining with other project component structures to reduce overall costs.
Ralph Brennan WTP – Lime Softening Basin Expansion
The treatment process currently incorporates three (3) lime softening basins to meet water quality requirements. Lime softening serves as a major step in the treatment process. Two (2) of the basins are sized to treat 6 MGD each, while the third basin can treat 12 MGD. With half of the treatment capacity in a single basin, loss of basin functionality due to storm impacts or even downtime resulting from maintenance puts strain the remaining basins, in turn affecting overall water quality.
This operational limitation has become more apparent in recent years as finished water demands have pushed above 14 MGD on an average day, exceeding the rated capacity of the two (2) 6 MGD basins.
This project component will provide much needed redundancy/reliability to the lime softening system by expanding the treatment capacity to greater than 24 MGD.
It is anticipated that the Design-Build Team will address the following items related to this project
1. Lime Softening Expansion
a. Technology consideration including evaluating the ability to increase capacity via pellet softening versus conventional softening.
b. Sizing/siting of lime softening expansion.
c. Evaluation of existing lime silos and upgrades as needed.
d. Integration of new system into existing treatment process.
e. Consideration for pipe routing/tie-ins to provide increased redundancy.
f. Inclusion of provisions to ensure lime system is hardened/protected.
Ralph Brennan WTP – Finished Storage Expansion
The Ralph Brennan WTP includes three (3) finished water storage tanks totaling 5 MG in capacity.
During an average day, the tanks are turned over in approximately 8 hours. Additionally, the City has another 5 MG of offsite storage located in the middle of the service area. This project component would include the installation of another finished water storage tank to provide additional storage. Additionally, the project will also include upgrades to the transfer pumps needed to accommodate the additional storage.
It is anticipated that the Design-Build Team will address the following items related to this project
1. Finished Water Storage
a. Hydraulic evaluation to determine most appropriate size of new tank.
b. Operational analysis to determine how best to integrate the tank into the existing finished water storage process.
c. Siting of the tank, including research into possible conservation easements in the undeveloped area immediately west of the WTP.
d. Pipe routing analysis with focus on redundancy.
2. Transfer Pump System
a. Upgrades/replacement of transfer pumps/system to account for additional storage tank.
Ralph Brennan WTP – Chlorine Generation System
The Ralph Brennan WTP currently purchases bulk liquid chlorine for use in the disinfection process. Bulk 12.5% sodium hypochlorite is trucked in and offloaded into a 36,000-gallon fiberglass tank. The bulk solution is then diluted to 1% strength and transferred into one of two other 36,000-gallon fiberglass tanks. The fiberglass tanks do not have any secondary containment and are in need of refurbishment.
Prior to bulk purchase, an on-site hypo generation system was utilized to produce the sodium hypochlorite needed for disinfection. However, due to the age of the system and the constant maintenance requirements, the decision was made to resume bulk purchases. Since resuming bulk purchases, chemical costs have greatly increased and there are always concerns related to the reliability of supply during major events such as hurricanes.
It is anticipated that the Design-Build Team will address the following items related to this project
1. On-site Generation System
a. Consideration of the chlorine generation systems available on the market with respect to items such as but not limited to: capital cost; operational cost; installation history;
references.
2. On-site Storage
a. Quantity of storage needed to ensure reliability.
b. Type of storage tanks (i.e. refurbish existing fiberglass tanks vs. install new FRP tanks).
c. Inclusion of secondary containment.
d. Building modifications necessary to accommodate storage modifications.
Ralph Brennan WTP – Distribution System Hardening
The Ralph Brennan WTP provides water to customers through miles of interconnected distribution pipes.
A majority of the residents live within areas that are at risk from flooding or storm surge. The nature and layout of the water system includes the “beachside” island east of the Halifax River, which is supplied by one water treatment plant on the west end of the City. This component will improve upon the resiliency of the water system, such that storm impacts can be better prepared for, mitigated, and that post-storm system recovery efficiency can be increased. This project will develop strategic management zones for use in storm response in order to be able to limit water outages, minimize boil water requirements, and maintain water quality in the system. It should be noted that this project component is contingent upon sufficient funding being available, including if the City receives any of the SAHM waiting list allocation.
It is anticipated that the Design-Build Team will address the following items related to this project
1. Distribution System Analysis
a. Desktop analysis, using the City’s hydraulic model, is needed to evaluate the distribution system and create flushing plans and maps for various scenarios.
2. Booster Station and Valving
a. Addition of booster station along southern border of town for pressure boosting to southern service areas.
b. Hydraulic evaluation to determine most beneficial location.
c. Consideration of chemical addition at booster station.
