Statement of Work For

Design-Build Documentation Capture Development of Standardized Training Module

The Federal Aviation Administration (FAA) is requesting consulting services to assist the FAA with documenting its Design-Build processes and develop a training module to be used by other FAA service areas within the Terminal Facilities organization based on the following phase:

Phase 1 – Review FAA Design-Build Project/Practices (TEB)

Interview key personnel at Teterboro construction site, i on scope development, , documentation pertinent to the design build effort, and lessons learned. Also review best practices andt feedback on third party commissioning effectiveness in the design build process.

Phase 2 – Develop Documentation

Develop generic procurement and contract documents that incorporate best t practices. The documents must be similar in structure to FAA specifications using the Teterboro Airport (TEB) Air Traffic Control Tower (ATCT) Replacement project as a template. FAA review and approval is required.

Recommended documentation includes the procurement documents: the Instructions to Bidders (ITB), Request for Qualifications (RFQ), the Request for Proposals (RFP), and the Contract Documents.

Phase 3 – Training Module

Develop and conduct a half day training virtually. The contractor will record the training module and provide the recording and module to the FAA.. The training module must discuss the generic procurement and contract documents developed in Phase 2 along with the best practices. The consultant will provide soft copies of all the documents, videos, minutes and trip reports in support of this statement of work.

Deliverables: The consultant will create processes and develop a training module with generic support documentation which would enable other FAA service areas to use as a template in implementing a Design-Build procurement.
