RFQ #2738: Progressive Design-Build Services for WSTA Transit Facility Improvements Project | Page 9

1. Continuous Transit and Facility Operations. The Clark Campbell Transportation Center must remain open and operational during construction. The Design-Builder shall maintain safe and functional access for passengers, staff, transit operators, security personnel, maintenance staff, emergency responders, and authorized visitors. Work requiring shutdowns, restricted access, excessive noise, interruption of building systems, or other operational impacts may be limited to approved nighttime, weekend, or off-peak work periods.

2. Public Restroom Continuity. Public restroom access must be maintained throughout construction at the Clark Campbell Transportation Center. The Design-Builder shall evaluate phased restroom construction, temporary mobile restrooms, temporary utility connections, accessible routes, security, sanitation, and maintenance requirements.

Required restroom capacity shall not be removed from service without an approved temporary or phased solution.

3. Existing Building and Concealed Conditions. The Project involves renovation of an existing facility constructed in the mid-1990s. Concealed conditions may include undocumented piping, below-slab utilities, structural conditions, roof-deck conditions, abandoned systems, hazardous materials, inaccessible equipment, and prior modifications that are not accurately reflected in available records. The Design-Builder shall establish a Phase 1 investigation plan identifying the inspections, surveys, testing, selective demolition, scanning, sampling, and other investigations needed before development of the GMP.

Assumptions, exclusions, allowances, contingencies, and risk ownership associated with unresolved conditions shall be clearly documented.

4. HVAC Replacement and Building-System Integration. The HVAC work may require replacement or substantial modification of boilers, chillers, air-distribution systems, ductwork, controls, electrical service, and related equipment. Existing ductwork has undergone multiple prior modifications and may not provide a reliable basis for reuse without further evaluation. Existing systems are located above ceiling areas that may limit access for investigation, construction, and long-term maintenance. The Design-Builder shall evaluate whether systems can be retained, integrated, modified, or must be replaced and shall provide temporary heating, cooling, ventilation, or air-quality measures where necessary to maintain safe and acceptable occupied conditions.

5. Roof Evaluation/Replacement and Weather Protection. The existing roof is reported to be leaking and may be original to the facility. The condition of the roofing system, insulation, deck, penetrations, drainage components, perimeter conditions, and related building elements shall be confirmed during Phase 1. The Design-Builder shall maintain continuous weather protection and protect occupied spaces, equipment, finishes, and transit operations during roof removal and replacement. Temporary roofing, water-intrusion response procedures, sequencing limitations, and weather contingencies shall be incorporated into the design, schedule, and cost model.

6. Code, Accessibility, and Life-Safety Impacts. The Work may trigger accessibility, building-code, plumbing-code, energy-code, fire-protection, and life-safety requirements beyond the immediate limits of the replaced systems. The Design-Builder shall identify code-triggered improvements during Phase 1, coordinate with permitting authorities, and distinguish required improvements from optional enhancements. Resulting requirements shall be incorporated into the scope, cost model, schedule, and risk register before GMP development.

7. Security and Public Interface. The Clark Campbell Transportation Center is an active public facility with extended operating hours. Construction activities shall be separated from public and operational areas using secure, durable, and clearly marked controls. The

Design-Builder shall address temporary pathways, barricades, signage, lighting, emergency egress, construction deliveries, worker access, material storage, and after-hours security in coordination with the City, WSTA, the facility operator, and other designated stakeholders.

8. Bus Wash Operational Continuity. The Hampton Haith Maintenance Facility supports active bus parking, washing, servicing, and maintenance operations. The Design-Builder shall evaluate how buses will be washed and routed during construction and whether temporary washing procedures, phased installation, or limited shutdown periods will be required. Construction access, equipment delivery, utility shutdowns, testing, start-up, and commissioning shall be coordinated with active fleet operations.

9. Bus Wash Drainage and Environmental Conditions. Existing drainage, runoff collection, wastewater, and stormwater infrastructure associated with the bus wash may be deteriorated, undersized, obstructed, or otherwise unsuitable for reuse. The Design-

Builder shall evaluate the complete flow path associated with bus-wash operations, including collection, conveyance, treatment or reclamation, discharge, and permitting.

The proposed system shall prevent uncontrolled discharge, support maintainable operations, and comply with applicable environmental and utility requirements.

10. Controls, Electrical Service, and Equipment Compatibility. New HVAC, bus-wash, plumbing, electrical, and control systems shall be compatible with the City’s operational requirements and existing infrastructure that will remain. The Design-Builder shall confirm available electrical capacity, utility requirements, control-system architecture, communications requirements, equipment clearances, and maintenance access.

Equipment selection shall consider reliability, replacement-part availability, local service support, operator familiarity, and long-term maintenance requirements.

11. Project Phasing, Schedule, and Cost Certainty. The Project includes multiple building and site systems at two separate active facilities. The Design-Builder shall develop an integrated schedule addressing investigations, design decisions, permitting, equipment lead times, phased construction, shutdown approvals, temporary facilities, testing, commissioning, and operational turnover. Long-lead equipment and materials shall be identified early in Phase 1, and early procurement or early work packages shall be

RFQ #2738: Progressive Design-Build Services for WSTA Transit Facility Improvements Project | Page 11 evaluated where they may reduce schedule risk. The GMP shall clearly identify allowances, contingencies, escalation, exclusions, assumptions, and unresolved conditions.

12. Federal Funding and Documentation. The Project is anticipated to include Federal Transit

Administration funding requirements. The Design-Builder shall integrate applicable labor, procurement, DBE, domestic-preference, recordkeeping, audit, and subcontract flow-down requirements into its procurement and delivery approach. Compliance documentation shall be incorporated into subcontractor procurement, material selection, payment review, and Project closeout.

C. The Design-Builder shall demonstrate in its SOQ how its proposed team, Phase 1 approach, investigation plan, maintenance-of-operations strategy, cost-development process, and risk-management practices will address these Project conditions.

D. During Phase 1, the Design-Builder shall convert the conditions identified above into defined scope requirements, design criteria, schedule activities, cost assumptions, risk assignments, and mitigation measures before submission of the proposed GMP.
