RFQ No. 2026-018 – SOQ Requirements

REQUEST FOR QUALIFICATIONS FOR SLUDGE

THICKENING SYSTEM AT COCHRAN ROAD TREATMENT

PLANT

REQUEST FOR QUALIFICATIONS

RFQ NO. 2026-018

1.0 OVERVIEW

The City of Clemson is requesting sealed statements of qualifications from qualified firms to provide professional consulting, design, and turnkey construction services in the form of a design-build contract for the integration of a high-performance sludge thickening system at the Cochran Road Treatment Plant.

The sludge thickening process was removed due to time and cost constraints during the most recent wastewater plant upgrade which was permitted for construction in 2016 and permitted for operation in 2020. The Cochran Rd. the waste water plant is currently a 2.0 MGD plant utilizing the MBR and UV disinfectant. The plant operates three separate dewatering digesters. The thickened sludge is currently land applied after dewatering.

During the most recent plant expansion, preliminary plans for sludge thickening were put in place and the as-builts of the plan will be provided to the awarded consultant. An existing belt press building is the planned location for the new Sludge Thickening operation.

The City prefers an in-vessel conditioning and thickening process as the preferred basis of design, however, the City will consider "approved equal" technologies that meet or exceed the specific performance and rheology-modification standards outlined in this RFQ. The minimum specifications for performance of the sludge thickening solution can be found in Appendix A.

It is the intent of the City to select a consultant team, here into referred to as “team”, to provide expertise to the City (Owner) in the construction documentation, pre-construction and construction phases of services for this project. Work will be performed pursuant to the AIA Standard Form of Agreement Between Owner and Construction Manager as Constructor where the basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price (AIA A133-2019) and General Conditions of the Contract for Construction (AIA A201-2017). The City expects the selected team to be comprised of at least an engineer design firm and a general contractor, both familiar with municipal waste water construction practices and in good standing with the State of South Carolina Labor, Licensing & Regulation for all required licenses.

Upon completion of pre-construction services of the project, the City will have the option to amend the contract in which the scope of construction services and a cost for the construction phase of the project will be determined.

2.0 PURPOSE

The purpose of this RFQ is to select the most qualified consultant, or consultant team, to assist the City's Utilities and Engineering Divisions with the development, permitting, and installation of a "Plug & Play" sludge thickening solution that best fits current wastewater infrastructure. This document serves as a guide for the design and implementation of the infrastructure required to support the new sludge thickening process.

A requested alternative review will include the capabilities of existing blowers within the digestors with the thickened sludge and if land application will remain viable with possible upcoming new EPA regulations. Additionally, with a goal to look at future steps that may need to be implemented and that the proposed Sludge Thickening process would assist with that.

3.0 PROJECT NARRATIVE

The City is able to provide as-builts for the recently completed plant upgrades, allowing for the resulting system to comply with existing City ordinances and South Carolina Department of Environmental Services policies. The design may require specific product references to be used throughout the facility to ensure compatibility with existing Supervisory Control and Data Acquisition (SCADA) and electrical infrastructure.

The City currently works through a Google-hosted business platform. The selected consultant must be able to operate within this platform for ease of file transfer and review.

All details must be provided in PDF and DWG format on a standard City layout. The selected consultant will then work with their installation team to ensure seamless installation of the selected thickening system.

4.0 SCOPE OF WORK AND PERFORMANCE

The City is seeking a team that can partner with City staff for the development of this project.

The selected team is expected to follow industry leading guidelines and best practices in development of this document, but also must consider the unique local context of the Cochran Road Waste Water Treatment plant to develop an effective and efficient sludge thickening solution. Innovative solutions that can enhance the efficiency, sustainability, and overall effectiveness of municipal designs are encouraged, but practicality, constructability, and cost must always remain a priority. The selected consultant shall maintain a close collaboration with the City to ensure the recommended guidelines of the project document align effectivity with existing City requirements and/or provide suggestions for updates to streamline existing processes.

This includes the following tasks:

⮚ Task 1. Design / Permitting The selected team shall produce a complete design package including mechanical, electrical, and structural drawings as necessary with appropriate review by City Staff for input and guidance. A minimum of 3 review periods should be built into the schedule. Once plans have reached sufficient design preparation and submission on behalf of the City for all permitting with South Carolina Department of Environmental Services (SCDES) and other relevant agencies. Including but not limited to building permits, stormwater permits, and any other local permit required.

⮚ Task 2. Existing Facility and Detail Review The selected team is expected to review existing plant as-builts and infrastructure details provided by the City. City staff will be available to discuss known deficiencies and current sludge processes.

⮚ Task 3. Project Structure and Work Plan The team will prepare a detailed work plan and achievable timeline for the design and installation. The plan must outline specific activities, review cycles, and decision-making processes.

⮚ Task 4. Construction The selected team will manage the installation and integration of the sludge thickening system. This includes equipment procurement, site preparation, utility tie-ins, and coordination with plant operation staff to minimize downtime. The consultant will also ensure representatives from the sludge thickening solution are available for initial startup and performance testing verifying the system meets the efficiency goals stated in the design plans.

⮚ Task 5. Operation and Maintenance Plan and As-Builts The selected team shall provide a comprehensive operations & maintenance (O&M) manual in .pdf formats along with hard copy. The O&M manual should provide detailed instructions for planned maintenance and the operation of the sludge thickening system and be reviewed by Utility staff prior to acceptance.

As-built drawings must be submitted to the City in both .dwg & PDF formats, following best management practices for as-built design.
