1.1. Summary
The City of Clermont is seeking sealed proposals from experienced and qualified Design-Build teams to evaluate and deliver a multi-level public parking garage at one of two City-identified downtown locations: (1) 705 7th Street, Clermont, Florida, and (2) the larger rear/south City Hall parking lot at adjacent to 685 W. Montrose Street, near W. Desoto Street, Clermont, Florida.
The City intends to select a team capable of providing a comprehensive, turnkey project that includes site-specific concept refinement, final design, permitting, construction, commissioning, and operational readiness.
This RFP is limited to the municipal parking garage solution for the two proposed City sites identified in this solicitation. Respondents must address both locations in their proposals. The
City may select either location for final design and construction based on best value, feasibility, available funding, Council direction, and negotiations.
1.2. Background
The City of Clermont is a growing Central Florida community with an active downtown district, municipal service center, parks, trails, local businesses, and civic destinations. Increased demand for downtown parking has created the need for a permanent, efficient, attractive, and safe public parking facility that supports downtown businesses, civic operations, community events, and public access. The proposed garage is expected to advance the City's downtown access, economic development, and public infrastructure goals while maintaining a design character compatible with downtown Clermont and nearby civic uses.

The City of Clermont is not responsible for delays in transmittal or delays caused by any other occurrence. Please allow enough time to complete the response and upload the documents to the portal.
Uploading Electronic Documents
Once the “Draft Response” button has been selected in the Portal, a screen will appear, allowing the vendor to enter their response information. Once all information is completed, proceed to Submit the response. A confirmation with a submittal date and time stamp will appear, and a confirmation email will also be sent to the user’s email address. The work will be deemed complete on the date it is deemed complete to the satisfaction of the City. The successful respondent hereby expressly waives and relinquishes any right which it may have to seek to characterize the Liquidated
Damages as a penalty. The parties agree that the Liquidated Damages sum represents a fair and reasonable estimate of the City’s actual damages at the time of contracting if the successful respondent fails to complete the work in a timely manner. The Liquidated Damages are specified in the chart below.
https://www.surety2000.com/ https://www.surety2000.com/ https://www.surety2000.com/
The City will retain the above-described sum from the compensation paid to the successful respondent.
The project must be substantially complete or attain completion within the specified calendar days stated in this solicitation from issuance of Purchase Order or Notice To Proceed. If liquidated damages are assessed, such damages will be imposed when the delay to the project's Substantial or Final Completion date is due to the fault of the General Contractor. If the
General Contractor is late in meeting the substantial completion date, liquidated damages for failure to reach the completion date will start thirty (30) calendar days after the revised substantial completion date. The parties agree that Liquidated Damages are not being assessed as a penalty. In the event that the General Contractor fails to maintain the schedule, the City of
Clermont will have the right to withhold liquidated damages per calendar day for every day the contractor is behind until the contractor regains lost time.
3. Statement of Work
3.1. General Overview
The City seeks a Design-Build team to plan, design, permit, construct, commission, and close out a public parking garage at one of two proposed downtown locations: Site A - 705 7th Street, and Site B - South City Hall parking lot adjacent to 685 W. Montrose Street, near W. Desoto
Street. The facility must provide meaningful net new public parking capacity while preserving safe access to nearby sidewalks, streets, businesses, City facilities, civic operations, and public destinations during construction.
The project must balance capacity, constructability, aesthetics, budget, schedule, and long-term maintainability. The City expects respondents to evaluate both proposed sites and provide a practical, site-specific garage concept for each location. The proposal must clearly compare the two locations, identify advantages and constraints for each, and explain how the respondent would maximize parking efficiency within applicable site, code, utility, stormwater, access, traffic, pedestrian, and operational constraints.
3.2. Proposed Project Sites
Respondents must evaluate and submit site-specific concepts for both proposed locations. The
City intends to award one design-build contract for the selected location unless otherwise determined to be in the City's best interest.
A. Site A - 705 7th Street, Clermont FL
1. The site is approximately 37,500 square feet with approximate dimensions of 248 feet east-west by 150 feet north-south. Respondents must verify all dimensions and conditions.
2. Respondents must address downtown access, adjacent streets, sidewalks, nearby properties, utility conditions, stormwater, staging, and traffic impacts for this location.
B. Site B - City Hall Parking Lot
1. Location: South City Hall parking lot adjacent to 685 W. Montrose Street, near W.
Desoto Street, Clermont, Florida.
2. The approximate usable parking-lot area is 29,000 square feet. Respondents must verify available footprint, grades, utilities, access, and parking displacement impacts.
3. This site is part of an active municipal public parking area. Respondents must account for ongoing City Hall operations, public access, employee parking displacement, deliveries, emergency access, utility services, pedestrian routes, and downtown events.
3.3. Site-Specific Existing Conditions
Respondents shall evaluate existing site conditions at both proposed locations, including utilities, access, drainage, adjacent properties, existing parking, pedestrian routes, solid waste facilities, and operational impacts. Any existing dumpster enclosure, utility conflict, or site feature affected by the proposed design shall be identified in the proposal along with the respondent’s recommended approach for relocation, protection, or modification.
3.4. Project Specifications / Capacity
The City is seeking a cost-effective and innovative parking garage solution that maximizes functional parking capacity within the constraints of the selected site, applicable zoning, building code requirements, access, circulation, budget, and design quality. Respondents shall evaluate both proposed sites and identify the anticipated number of spaces achievable at each site. The
City’s evaluation will consider overall value, functionality, constructability, design quality, schedule, and cost, rather than the minimum number of parking spaces alone.
3.5. General Conditions
The City may select either Site A or Site B for final design and construction. Respondents should not assume that either site is preferred unless stated by addendum. Respondents are responsible for verifying site dimensions, grades, utilities, access limitations, regulatory constraints, and other conditions affecting the work for both proposed sites.
3.6. Minimum Project Objectives
A. Deliver a durable, attractive, code-compliant, multi-level parking garage suitable for public use.
B. Maximize net new parking capacity at each proposed site while maintaining safe and efficient circulation.
C. For each proposed site, respondents shall provide a parking garage concept with a minimum proposed capacity of 250 parking spaces. Respondents are encouraged to propose a structure of approximately three (3) to five (5) levels/stories and to provide more than 250 parking spaces where feasible.
D. Provide a clear statement of gross spaces, ADA spaces, EV-ready spaces, EV charging spaces, compact spaces if proposed, and net new public spaces compared to existing conditions.
E. Design for efficient ingress, egress, queuing, wayfinding, pedestrian access, elevator access, lighting, and security.
F. Minimize disruption to City Hall operations, adjacent streets, nearby businesses, pedestrians, downtown circulation, and public events during construction.
3.7. Design Features
Structure and Layout
A. Multi-level garage with the number of levels, ramps, structural bay spacing, and circulation system proposed by the respondent based on site constraints and capacity goals.
B. Parking stall dimensions must comply with applicable codes and City standards.
Respondents should identify any proposed mix of standard, oversized, compact, ADA, motorcycle, bicycle, or service spaces.
C. Structure must be designed for durability, public safety, drainage, low maintenance, and future adaptability.
Accessibility
A. Design must comply with ADA requirements, Florida Accessibility Code, and all other applicable accessibility standards.
B. Provide accessible routes connecting the garage to public sidewalks, City Hall or other civic uses, nearby businesses, and downtown destinations, as applicable to each proposed site.
Architecture and Civic Character
A. Architectural treatment must complement downtown Clermont and the surrounding civic/downtown context.
B. Visible facades must avoid a purely utilitarian appearance and should include architectural articulation, screening, lighting, landscaping, and other elements as appropriate.
Public Art and Placemaking
A. Include opportunities for public art, murals, decorative facade panels, sculpture, lighting features, or other community-oriented design elements on prominent elevations and pedestrian areas.
B. Describe how the team will coordinate with the City regarding final public art selection, budget, durability, maintenance, and schedule integration.
Technology, Security, and Operations
A. Provide compatibility with paid parking systems, license plate recognition or access control systems if requested by the City, and parking occupancy/counting technology if proposed.
B. Include security cameras, emergency call stations or equivalent safety measures, Wi-
Fi/access point pathways where needed, and a central communications/electrical room.
C. Include two elevators unless an alternative is approved by the City based on final capacity, code requirements, or operational strategy.
D. Provide a secure storage/maintenance room and appropriate electrical, communications, and janitorial support spaces.
EV Charging and Sustainability
A. Provide a minimum of eight (8) Level 2 EV charging stations and additional EV-ready infrastructure as proposed.
B. Design must consider energy efficiency, water conservation, resilient materials, stormwater management, heat island reduction, and low-maintenance operations.
C. Include solar readiness for rooftop or canopy-mounted solar where feasible, including structural, conduit, and electrical considerations.
Lighting and Safety
A. Lighting must comply with all applicable standards.
B. Lighting design must support safety, security, wayfinding, energy efficiency, and compatibility with neighboring properties.
Stormwater, Utilities, and Site Improvements
A. Design and construct stormwater facilities and utility relocations or connections required for the project.
B. Coordinate with all utility providers and City departments. Identify known or anticipated utility conflicts in the proposal.
C. Restore or improve sidewalks, streetscape, landscaping, irrigation, pavement, striping, signage, and impacted public areas as required by the final design.
3.8. Optional Alternatives
Respondents should identify and price optional alternates separately, including but not limited to:
A. Additional EV charging stations or expanded EV-ready infrastructure.
B. Restroom facilities.
C. Security substation or enhanced public safety space.
D. Rooftop solar infrastructure or solar canopy systems.
E. Enhanced public art, facade treatments, or streetscape improvements.
F. Parking guidance, occupancy counting, or advanced payment technology.
3.9. Design-Build Services
A. Pre-Construction Services
1. Conduct site assessment, existing condition review, survey coordination, utility coordination, geotechnical investigation coordination, constructability review, and regulatory review.
2. Develop and refine conceptual design options, budget estimates, phasing plans, and schedule milestones with City staff.
