About this file

This is a Design Build Project Advertisement issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, for the Department of Natural Resources Parks & Recreation Division. The project involves designing and constructing solar arrays at Straits State Harbor in Mackinaw City, Michigan, with a canopy-style steel structure along an existing sidewalk and additional ground-mounted panels on an existing island/North Pier. A mandatory pre-proposal meeting is scheduled for September 4, 2025, at 9:00 am, with bids due on September 17, 2025, at 2:00 p.m. Eastern time. The proposed project schedule includes State Ad Board contract approval in October 2025, the Design Build Entity going under contract in November 2025, and substantial completion targeted for May 2026.

The solicitation requires a 5% bid security and mandates that all bid responses be uploaded to SIGMA VSS with specific attachment guidelines. Bidders must provide proof of State Project Registration and can submit a maximum of two attachments. The project aims to maximize energy production and utility offset, with the Design Build Entity responsible for comprehensive design and construction services, including utility interconnection, site surveys, soil testing, and compliance with state and local codes. Additional attachments include a Phase 100 Report, proposed solar array locations, interval data, and an existing site plan. All questions must be emailed to the Project Director by September 10, 2025, and the project will comply with various federal and state agency regulations and safety standards.
