SECTION C DESCRIPTION OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. Work for this project consists of reconditioning a designated 3.0 miles of NFSR 7116 Steer Pasture Road per Base Item (with Optional Items for additional designated reconditioning) to a fourteen (14) foot wide roadway in preparation for purchasing, hauling, and placing specified aggregate base course per Base Item as Shown on the Drawings and in the Specifications. At the approximate Mile Posts shown for drainage crossings, purchase, haul, and place specified geotextile, riprap, and rock per Schedule of Items and as Shown on the Drawings. Additional reconditioning roadway work with placement of specified aggregate base course, geotextile material, riprap, and rock for the Optional Items are as shown below.

Prior to placement of the aggregate road base, the reconditioned roadway template shall be approved by the Government.

Prior to the installation of the corrugated HDPE culvert pipe, the Contractor shall give the Government 48 hours notice on installation date.

Prior to construction of the drainage crossings, the Contractor shall give the Government 48 hours notice on installation date.

All road work shall have a final blading of the placed aggregate base course to provide a smooth running surface with a centerline crown or outslope, as applicable and Shown on the Drawings. Reference (FP-14) Standard Specifications for Construction of Roads and Bridges.

Work to be completed shall be as shown in the Schedule of Items and described as follows:

Base Items:

-Recondition and compact 3.0 miles of designated roadway to provide for a fourteen (14) foot wide running surface. Compaction Method A.

-Design quantity payment.

-Purchase, haul, and place 2,520 cubic yards of specified base course on the approved roadway to a twelve (12) foot wide running surface, 4 inch compacted depth and 1 foot taper each side, as Shown on the Drawings. Compaction Method A.

-Design quantity payment.

-At each of the three (3) drainage crossings (MP 1.65, 2.00, and 2.81), recondition 50 feet of roadway (25 feet either side of centerline of drainage, as staked by the Government) in preparation of placement of geotextile material, riprap, and rock as Shown on the Drawings. Purchase, haul, and place 52 cubic yards of specified riprap and 13 cubic yards of rock over a 50 foot long by 12.5 foot wide geotextile material (as staked by the Government). The excavated material for the drainage crossing work may be used as roadway reconditioning material or spread out near the road in less than 4 inch layers as staked by the Government.

-Design quantity payment.

-Remove and replace the existing CMP near MP 1.35 with an 18” dia. by 24’ long corrugated HDPE culvert pipe as Shown on the Drawings. The existing CMP shall become property of the Contractor and be removed from National Grassland lands.

-Design quantity payment.

Option Item A:

-Recondition and compact 0.5 miles of roadway to provide for a fourteen (14) foot wide running surface. Compaction Method A.

-Design quantity payment.

-Purchase, haul, and place 420 cubic yards of specified base course on the approved roadway to a twelve (12) foot wide running surface, 4 inch compacted depth and 1 foot taper each side. This includes placement over the drainage crossing. Compaction Method A.

-Design quantity payment.

- Recondition a 25 foot section of drainage crossing roadway at approx. MP 3.2 in preparation of placement of geotextile material and rock as Shown on the Drawings. Purchase, haul, and place 20 cubic yards of specified riprap, 7 cubic yards of specified large rock over a 25 foot long by

12.5 foot wide geotextile material, (as staked by the Government). The excavated material for the drainage crossing work may be used as roadway reconditioning material or spread out near the road in less than 4 inch layers (as staked by the Government). This work includes removing the existing CMP and removing from National Grassland lands.

-Design quantity payment.

Option Item B:

-Recondition and compact 0.5 miles of roadway to provide for a fourteen (14) foot wide running surface. Compaction Method A.

-Design quantity payment.

-Purchase, haul, and place 420 cubic yards of specified base course on the approved roadway to a twelve (12) foot wide running surface, 4 inch compacted depth and 1 foot taper each side.

Compaction Method A.

-Design quantity payment.

- Recondition two (2) sections of drainage crossing roadway at approx. MP 3.57 and 3.80 (as staked) in preparation of placement of geotextile material and large rock as Shown on the Drawings. At each MP, purchase, haul, and place approximely 40 cubic yards of specified riprap and 14 cubic yards of rock over a 25 foot long by 12.5 foot wide geotextile material, (as staked by the Government). The excavated material for the drainage crossing work may be used as roadway reconditioning material or spread out along the road in 4 inch or less layers (as staked by the Government).

-Design quantity payment.

Option Item C:

-Recondition and compact 0.5 miles of roadway to provide for a fourteen (14) foot wide running surface. Compaction Method A.

-Design quantity payment.

-Purchase, haul, and place 420 cubic yards of specified base course on the approved roadway to a twelve (12) foot wide running surface, 4 inch compacted depth and 1 foot taper each side.

Compaction Method A.

-Design quantity payment.

Option Item D:

-Provide additional cubic yards of drainage crossing materials (geotextile, riprap, rock as designed) that would be installed to extend the drainage crossings out from the drainage crossing work per the Typical Drainage Crossing Section as Shown on the Drawings.

1.2 LOCATION

A. This project is located within the Nebraska National Forests and Grasslands, Buffalo National Grasslands, Wall Ranger District. Beginning from Wall, SD travel east on Interstate 90 approximately 5.9 miles to Exit 116. Turn right and travel approximately ½ mile to Delta 09 Missile Silo on right. Project shall begin just past the Missile Site access road as staked by the Government.

1.3 GENERAL SITE CONDITIONS AND WEATHER

A. The elevation of the site is approximately 2,600 feet above mean sea level. The construction site experiences snowfall and cold temperatures, with snow on the ground typically from mid-November through March. Summers can be dry with temperatures over 90 degrees.

1.4 USE OF PREMISES

A. General: Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by the Government's right to perform work or to retain other contractors on portions of Project.

B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public and employees. Closures will be permitted, when required, upon written approval by Wall Ranger District and Contracting Officer (CO).

C. Contractor shall provide adequate signing and barricades according to MUTCD and take necessary safety measures to protect the public during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.

D. Existing Utilities: The Contractor is responsible for notifying all untility companies of proposed locations and times of excavation prior to starting work.

E. Contractor shall remove all equipment, trash, materials, and other items associated with the work within 7 calender days of final acceptance of work prior to final payment being processed by the CO.

1.5 MEALS AND LODGING

A. Meals and lodging are commercially available in the City of Wall within 15 minutes of the construction site. Meals or lodging will not be available at Forest Service facilities.

1.6 CAMPING

A. With approval by the Wall Ranger District, National Forest Service lands may be used by the Contractor to have one fully contained recreation vehicle which may remain at this site for security.

1.7 FIELD VERIFICATION

A. Field verification of the roadway condition shall be the responsibility of the Contractor. Locations to turn-around haul vehicles shall be as approved by the Contracting Officers Representative (COR) prior to start of work.

1.8 PERMITS

A. Any permits for hauling as required by local, County, State, or Federal laws or regulations shall be obtained by the Contractor.
