About this file

This is a Description of Supply document for a federal contract opportunity to manufacture and deliver a submersible electric pump for the S-703 pump station, a 50 CFS capacity facility located at the intersection of the C-102 and L-31E Canal in Florida, managed by the South Florida Water Management District (SFWMD). The pump station was constructed under Contract 5B, which was awarded on 2 October 2020.

The contractor must supply one submersible electric pump rated for 20 CFS at 13.03 feet Total Dynamic Head, matching specifications from the original construction contract. The pump must be constructed entirely of duplex stainless-steel Type 316, including the motor housing, discharge bowl, and pump bowl. It must include a 50 horsepower, 720 RPM submersible electric motor with 25-foot electric cable, a five-year manufacturer warranty, and full-size factory testing. Critical to this procurement is that the pump geometry, tolerances, and hydraulic design are unique to Pump Station S-703 and were custom engineered for the facility's specific operational conditions; the pump cans installed at the station were custom fabricated specifically for the MWI pump design, and the spare pump must fit directly into existing cans without any modifications. The contractor must deliver the pump to SFWMD Homestead Field Station located at 2195 NE 8th Street, Suite B-60, Homestead, FL 33033. The period of performance is 312 days from the Notice to Proceed issuance date. The contractor must provide a fixed cost proposal and technical summary of work performance, with all communications, changes, or concerns directed to the Points of Contact: Ricardo L. Esbri Amador, PE (Lead Mechanical Engineer) and Stephen A Baisden (Project Manager) at the provided USACE contact information.

DESCRIPTION OF SUPPLY

19 February 2026

1. BACKGROUND

The S-703 pump station has a capacity of 50 CFS and is located at the intersection of the C-102 and L-31E Canal. The structure will pump water from the L-31E Canal/C-102 into wetlands, east of the L-31E Levee and north of the C-102, via a dissipation/spreader basin and an earthen spreader canal. Contract 5B was awarded on 02 October 2020 to construct S-703 (with spreader system and recreational sites). SFWMD requested a spare pump for S-703 as part of the turnover of the structure.
