DESCRIPTION OF SERVICES

FOR

TACTIAL COMMAND CONTROL (TAC C2)

EQUIPMENT INSTALLATION SERVICES

1. DESCRIPTION OF SERVICES: Tactical Command Control (TAC C2) Equipment Installation Services.

1.1 BACKGROUND: This Performance Work Statement (PWS) is for installation services of government furnished radio antennas and equipment at Royal Radar Head (RRH) Staxton Wold to provide radio frequency to guide Royal Air Force (RAF) Lakenheath’s 48th Fighter Wing (48 FW) aircraft for air-to-air combat training in the Military Training Area D323 located in the United Kingdom.

1.2 SCOPE: The purpose of this contract is to provide technical services for installation of government furnished radio equipment to provide radio frequency data from RRH Staxton Wold to RAF Lakenheath, building 329.

1.3 EQUIPMENT INSTALLATION:

1.3.1 Provide concrete pad and secure Government furnished shelter.

1.3.2 Design, source/provide, and install on the tower structure all required steelwork, fasteners, gantry poles, feeder management and Government furnished antennas.

1.3.3 Source/provide all cable and connecters to United States Air Force (USAF) specifications.

1.3.4 Install and test feeder cables to industry specifications.

1.3.5 Trench, duct, and provide all required electrical cabling and test to industry standards.

1.3.6 Supply and test all grounding/bonding to industry standards.

1.3.7 Provide communications pathway from Commercial Dmarc into shelter distribution box and appropriate ducting, pull box(s), and string for future fiber installation.

1.3.8 Provide draft engineering and installation drawings for approval, and final developed products.

1.4 TOWER SITE SHARING:

1.4.1 Provide tower site sharing services for ten (10) years near the Military Training Area airspace D323 located in the United Kingdom.

1.4.2 Tower to be capable of providing 50 feet of tower space without interference of other tenant’s antenna equipment; together with exclusive use of approximately 200 square feet of ground space.

1.5 ELECTRICAL SERVICE:

1.5.1 Provide electrical connection to Government furnished shelter, and utility meter for electricity services for ten (10) years.

2. GENERAL INFORMATION

2.1 PERIOD OF PERFORMANCE: 1 May 2021 to 30 April 2031; one (1), 365-day base year, with nine (9) subsequent option years, and a 6-month option to extend per FAR 52.217-8. The period of performance includes a one-time provisioning/commissioning requirement to complete 90 calendar days after contract award. After completion of provisioning / commissioning, the period of performance for the usage will be for a 12-month base year with nine (9), 12-month option years in accordance with FAR 52.217-9.

2.2 PLACE OF PERFORMANCE: RRH Staxton Wold, United Kingdom.
