About this file

This document is a Description of Requirements (DOR) for a utility tractor and tiller for the U.S. Army Engineer Research and Development Center (ERDC). The procurement is a 100% small business set-aside under NAICS Code 333111 with a size standard of 1,250 employees. The requirement is for one 4x4 utility tractor and one compatible heavy-duty tiller, specifically for the Airfields and Pavements Branch to support soil processing and test section construction at ERDC's Hanger 2 testing facility.

The tractor must have detailed specifications including a 4-cylinder diesel engine, climate-controlled cab, 24-speed transmission, 4-wheel drive, and specific performance characteristics like 110-120 HP, hydrostatic steering, and agricultural-type tires. The accompanying tiller must have a 96-108 inch working width, heavy-duty gear drive, 9-12 rotors, and six "L-type" tines per rotor. Quotes are due by 20 March 2025 at 12:00 PM CST, submitted via email to specified government contacts. The government intends to award based on lowest price and technical capability, with the solicitation number W912HZ25Q0313.

Description of Requirement

Utility Tractor and Tiller

Quantity: 1 each tractor and tiller

Purpose:

The U.S. Army Engineer Research and Development Center (ERDC) is engaged in an advanced technology demonstration aimed at supporting military force projection, with a particular focus on improving methodologies for engineer maneuver support functions. This initiative is vital for maintaining ERDC's leadership in research and development that enhances the operational readiness and efficiency of military engineering units. A critical aspect of this effort involves the daily, intensive use of a tractor with tiller attachment, an essential machine for processing and tilling soils for test section construction at ERDC's Hanger 2 testing facility. The current tractor has seen extensive use over many years and is now outdated, leading to increased maintenance needs and the risk of operational delays.

The growing demands of ERDC's Airfields and Pavements Branch—which has expanded significantly in both personnel and project scope—further exacerbate the pressure on this aging equipment. A new, modern tractor would provide greater reliability and ensure that all team members can efficiently access the equipment necessary for their work. This requirement is crucial for maintaining productivity and meeting requirements of current and future products.

By investing in new, advanced equipment, ERDC reaffirms its commitment to innovation and excellence, directly supporting the Army’s broader mission and ensuring mission success through enhanced capabilities and operational readiness.

The specific requirements for this new equipment are detailed in the following sections.
