About this file

This combined synopsis and solicitation document requests competitive quotes for two wave flume generators to be awarded under a firm fixed price contract. The U.S. Army Corps of Engineers Engineer Research and Development Center Coastal and Hydraulics Laboratory requires a 1.5-meter and 3.0-meter wide, piston-type wave generator each with a minimum 2-meter stroke powered by AC servo motors. The generators must meet specified wave height capabilities and include remote monitoring and control software for various wave types. Quotes are due by August 28, 2020 and award will be made to the responsible offeror providing the lowest price technically acceptable proposal based on past performance, technical capability, and price factors. Description of Requirement for

Engineer Research and Development Center

Coastal and Hydraulics Laboratory

1.5m and 3.0m-Wave Flume Generators

The Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, is in need of purchasing a new electrically-operated, piston-type wave flume generator with active absorption for an existing flume, measuring 62-m long, 1.5-m wide (5ft), and 2.0-m deep (6.56 ft) at the wave generator (1.5-m deep or 5ft at the testing area). Additionally a new electrically-operated, piston-type wave flume generator(s) with active absorption for an existing flume, measuring 62-m long, 3.0-m wide (10ft), and 2.0-m deep (6.56 ft) at the wave generator (1.5-m deep or 5ft at the testing area). These wave machines are to replace the antiquated, hydraulically-driven wave generators that lacks wave absorption and modern wave generation capability/technologies.

1.5 Meter Wave Flume Generator

A new wave flume generator for a flume measuring 2.0-m deep and 1.5-m (5 ft) wide. The new generator is to be an electric-drive system with 2nd order generation and active wave absorption capabilities. The wave generator should meet the following capabilities:

Stroke: piston-type generator with minimum 2-m stroke powered by AC servo motors

Wave Height at water depth of 1.6 m (at the wave board):

Monochromatic: minimum wave height of 0.35 m at 1.5 sec period; 0.60 m at 2.0 sec period; 0.40 m at 3.5 sec period

Spectral: minimum significant wave height of 0.17 m at 1.5 sec; 0.30 m at 2.0 sec period; 0.20 m at 3.5 s

Mounting: the wave generator will mount on top of the existing flume, which is concrete walls topped by a metal plate. Framework and racks of wave generator will be stainless steel and/or aluminum. The 1.5 m wide flume shares a concrete wall with the adjacent 3m flume. Mounting must take into account the adjacent wave machine structure.

Generator paddle: paddle will be stainless steel

Controls: wave generator will be operable from a remote location via Ethernet, including remote start-up, calibration of wave probes on the paddles, and monitoring of the paddle position, demand signals, and wave height signals. Emergency stop buttons will be available near the generator and also in the remote control room.

Software: wave generator will include wave generation software suitable for generation of monochromatic, irregular (single and bi-modal), and solitary wave trains or user-defined spectra, and provide active wave absorption.

System should be able to operate in ambient temperatures of 0 deg C up to 40 deg C as it will be housed in a metal hangar lacking climate control. Humidity control is also necessary.

3.0 Meter Wave Flume Generator

A new wave flume generator for a flume measuring 2.0-m deep and 3.0-m (10 ft) wide.

The 3.0 m wide flume shares a concrete wall with the adjacent 1.5m flume.

Drawing: A drawing is provided for information purposed only. The drawing is in reference to the previous wave flume being removed prior to installation.

Basis of Award: Award is based upon the Lowest Price Technically Acceptable evaluation and award can be made to one or both Wave Flume Generators and in the order that is deemed necessary due to funds availability. In the occurrence of only one Wave Flume Generator being awarded initially, the remaining Wave Flume Generator and associated installation, commissioning and training shall be established as an option at time of award that must be exercised within 6 months of contract award should additional funds become available and the price established be determined to remain fair and reasonable.

Delivery:

All items are to be delivered to:

Engineer Research and Development Center (ERDC), ATTN Duncan Bryant, Hanger 3281

3909 Halls Ferry Road Vicksburg, MS 39180-6199

On-Site Installation:

Installation is to be completed within 6 months of contract award or option exercised if applicable. Technical coordination is required for to ensure proper power requirements are met prior to installation.
