STATEMENT OF WORK/SPECIFICATION
Jamestown Substation Transformer KU6A Internal Inspection, Repair, Process Oil & Vacuum Fill Transformer
A. BACKGROUND: On October 27, 2010, at 06:39 a.m., JT KU6A tripped offline while transferring approximately 15MW. Both of the transformers pressure relief devices, and sudden pressure relays operated. A visual inspection revealed the failure of the X1 bushing. On November 8, 2010, approximately 3,000 gallons of oil was removed from the transformer and placed in an on-site oil storage tank, leaving the core and coils immersed in oil. This allowed for the removal of an access cover for an internal inspection and to disconnect the bottom connected bushing for removal. The internal inspection revealed that nearly all of the bushing’s bottom porcelain had been blown away and porcelain shrapnel was prevalent. The failed bushing was replaced, and the transformer was topped off with nitrogen. Power Factor, Transformer Turns Ratio, SFRA, Winding Resistance, and Excitation tests were performed by Western Personnel and indicate that the transformer is in good electrical condition.
B. GENERAL: The work required is on Western Area Power Administration’s (Western) transformer designated JT KU6A. The transformer is an ELCO Industries Ltd, Three Phase Autotransformer w/Tertiary, s/n 13512/2, 230000 Grd Y/132790-115000 Grd Y/66395-13200 Volts, 200MVA rated output, Manufactured in 2003, approximately 18,320 Gallons of oil with a conservator.
1. PERIOD OF PERFORMANCE: The work described under the Technical Requirements paragraph shall be coordinated with Western after award of Contract. Time frame when work is to be performed is no earlier than April 1, 2011 and to be completed no later than June 30, 2011.
2. LOCATION OF REPAIR WORK: All work is to be done at the transformers present location, which is the Jamestown Substation, located in Jamestown, North Dakota.
3. SAFETY AND HEALTH: All delivery, unloading, and/or repair operations shall comply with OSHA 1926, Safety and Health Standards for the Construction Industry. Hard hats shall be worn on all construction sites and storage areas. The representative designated to receive the equipment has the authority to stop all work, or portions of the work, for noncompliance with the above safety and health requirements.
4. CONTRACTOR PROVIDED MATERIALS: The Contractor shall provide all necessary work-crew, tools, test equipment, oil processing and filtering equipment, power supply for said filtering equipment and inert gas needed to perform all work as necessary. This work will follow all ASTM and IEEE Standards for the draining, processing of oil and filling for HV Transformers. The Contractor is to provide capable technicians who have experience with the type of work required by this contract.
5. DRAWINGS, TEST DATA AND MANUFACTURE DATA: Western will provide all available drawings, oil and electrical test data and transformer manufacture data to the Contractor as needed.
C. DESCRIPTION OF THE WORK
1. Upon arrival at the Substation, the Contractor shall discuss with the Western on site representative, all safety rules and safety regulations to follow while the work is being performed. The Contractor shall then inspect the transformer and work area.
2. Western will isolate and ground transformer.
3. Contractor to provide personnel, tools, oil containment, oil storage and oil processing equipment to remove approximately 16,000 gallons of oil from transformer and store in Contractor supplied containers.
4. Contractor to provide personnel, tools and material to conduct an internal inspection of JT KU6A, identify any necessary repairs needed such as physical damage like torn paper, loose or damaged hardware, remove the porcelain shrapnel, process the oil and fill the transformer. Nitrogen/Dry Air will be provided by Contractor.
a. During the work, if the Contractor finds additional repair work necessary to make the transformer ready for operation, the Contractor shall summarize the additional repair work required, provide a detailed and accurate cost of repair, and submit this information to the Western on site representative to consider, who will provide acknowledgement back to the Contractor to proceed or not proceed with this additional repair work.
5. Contractor to provide personnel, tools, and oil processing equipment to draw vacuum on the transformer, process the oil and fill the transformer to the required full and top oil level according to manufacturer’s recommendation. Bleed all turrets to ensure no air is trapped. The Contractor shall use filtering equipment which will not contaminate the oil with PCB’s.
a. The transformer oil processing shall conform to the manufactures recommendations (attached) and to the latest applicable editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers"
b. The Contractor shall provide documentation of their vacuum readings, oil temperature and fill pressure during the filling and oil reclaiming process of the transformer. This process shall conform to the transformer manufactures recommendations (attached) and to the latest applicable editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers".
c. The Contractor shall fill the equipment to the required full oil level. Make up oil will be supplied by Western and is stored in on site oil containment.
6. Contractor to provide personnel and equipment to perform Doble Power Factor (Overall, Bushings & Arresters), Single-Phase Excitation Current, Transformer Turns Ratio TTR, Doble SFRA, Winding Resistance and oil tests (DGA ASTM D-3612, Moisture ASTM D-1533, Interfacial Tension ASTM D-971, Dielectric Strength ASTM D-877 and Power Factor 25C & 100C ASTM D-924) on the transformer. The Contractor shall afford Western the opportunity to witness the work and testing. The results shall be documented in a report and provide Western a copy of these initial findings at the conclusion of said work.
a. Two copies of oil reports and data shall also to given to Western’s North Dakota Maintenance Office.
7. WESTERN REPRESENTATIVES: Western will provide the following representatives for this contract:
a. Contracting Officer’s Representative.
b. On Site Representative.
D. PERFORMANCE STANDARD: The Contractor’s service requirements are summarized into performance specifications that relate directly to mission essential items. The contractor’s performance specifications are described in the following paragraph. These thresholds are critical to mission success.
The awarded contractor must be able to remove all visible porcelain fragments within the tank of the transformer. The awarded contractor must be able to guarantee the finished oil will meet the following specifications: Dielectric (ASTM D-877) ≥ 30kV, Liquid Power Factor (ASTM D-924) <0.10% @ 25° C, <3.0% @ 100°C, Moisture (ASTM D-1533) <10PPM, <5.0% Saturation, Acid number (ASTM D-974) <0.03 mg KOH/g, Oxidation Inhibitor (ASTM D-2668) ≥0.2%, and the Interfacial Tension (ASTM D-971) ≥32 dynes/cm. The awarded contractor must be able to remove 100% of the combustible gases (Hydrogen, Methane, Ethane, Ethylene, Acetylene, and Carbon Monoxide) from the finished oil per DGA (ASTM D-3612).
