Statement of Work San Luis Transmission Project (SLTP) Alameda, San Joaquin, Stanislaus and Merced County Title Work The U.S. Department of Energy, Western Area Power Administration (WAPA) may be constructing a new transmission line across private land in Alameda, San Joaquin, Stanislaus, and Merced Counties. As part of that process, WAPA needs Preliminary Title Reports for the attached list of Assessor’s Parcel Numbers (APN’s). Additional title reports may be necessary; the APN’s will be provided at that time.

For transmission line easements that are acquired, we will request the title company record the easement contract and issue a Title Insurance Policy on ALTA U.S. Policy Form, subject to the exceptions contained in the associated Preliminary Title Reports.

The following items will be required:

· Preliminary Title Reports (Title Reports) for the attached parcels. Title Reports should be consolidated by landowner if possible, and may have multiple parcels on each report.

· Copies or hyperlink copies of title exceptions, vesting deeds, records of survey, or other documents referenced in the Title Reports.

· Updates to the Title Reports at one year intervals, or as requested, at no charge.

· Recordation of the Contracts and Grants of Easement in the Alameda, San Joaquin, Stanislaus, and Merced County Recorder’s office.

· Depending on the encumbrances involved in any one parcel, WAPA may need assistance in clearing title and an escrow account may be needed. This would be on a case by case basis and WAPA would receive an estimate of cost at the time the issue is known.

· US Alta Policy of Title Insurance for the easement. Easement purchase prices will vary. Any cost paid for the Title Reports should apply to the title insurance costs.

Preliminary Title reports must be completed by February 15, 2017 (except for parcels identified later). Recordation and Title Insurance will likely be requested in calendar years 2017, 2018 and potentially 2019.

The title company awarded the contract should be able to service all four counties with one point of contact.
