About this file
This is a Sole Source Authorization (SSA) request form submitted by the Idaho Department of Environmental Quality (DEQ) to the Idaho Department of Administration's Division of Purchasing, seeking approval to purchase Teledyne API gas monitoring equipment directly from Teledyne without competitive bidding. The request, submitted on May 14, 2026, seeks authorization for a five-year term with an anticipated total cost of $500,000. The equipment includes ambient air gas analyzers, zero air generators, gas calibrators, and original equipment manufacturer (OEM) replacement parts and consumables to support existing and legacy analyzer models currently deployed throughout DEQ's ambient air monitoring network. The Division of Purchasing intends to approve the sole source authorization, with the notice of intent published for a five-business-day challenge period ending May 21, 2026, in accordance with Idaho Code section 67-9221.
DEQ justified the sole source procurement by demonstrating that Teledyne API is the sole manufacturer and distributor of these Federal Equivalent Method (FEM) instruments approved by the Environmental Protection Agency for National Ambient Air Quality Standards regulatory monitoring applications. The agency has made substantial investments in standardizing its monitoring network on Teledyne API equipment and established dependent infrastructure including quality assurance procedures, staff training, spare parts inventories, and integrated calibration and data acquisition systems. Teledyne also provides the only available factory-authorized training, technical support, and OEM repair services necessary for both current and legacy instrument models. DEQ determined that switching to alternative equipment would be impractical and disadvantageous given the existing network standardization, compatibility requirements, and operational investments.

A solicitation has been completed and my Agency wishes to award contracts to multiple vendors for the same or smilar property (Multiple Award Authorization)
My Agency wishes to administer or award a solicitation at a dollar amount above its normal Delegated Purchasing Authority (Limited/One-Time DPA)

A solicitation is being developed (by my Agency under its DPA or in conjunction with DOP) and my Agency wishes to limit responses to a specific manufacturer/brand name (I.e. no substitutions). (Note: this option assumes that multiple vendors can offer the identified brand name; otherwise, select the option for exemption from competition to request a Sole Source Authorization (Brand Name Only)
A solicitation has been completed and there is a need to negotiate with one or more vendors. (Authorization to Negotiate)
My Agency is seeking to purchase directly from an identified vendor without completing a solicitation OR wishes to perform a level of competition that is less formal than would typically be required. (Various exemptions-additional questions to follow) mailto:christina.engels@gmail.com

Business Need* Describe the Agency's business need for the requested property
IDEQ is required by EPA to monitor criteria gas pollutants within the state’s ambient air monitoring network. IDEQ’s existing gas monitoring network is standardized on Teledyne API gas analyzer instrumentation.
https://adminrules.idaho.gov/rules/current/38/380501.pdf
This field has a 300 character limit
Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
These analyzers are EPA-designated Federal Equivalent Method (FEM) instruments approved for NAAQS regulatory monitoring applications.
IDEQ has made substantial investments in the development, operation, and maintenance of this monitoring network, including the procurement of compatible instrumentation, establishment of quality assurance procedures, staff training, spare parts inventories, and integration with existing calibration and data acquisition systems. Continued use of Teledyne API instrumentation is necessary to maintain compatibility with the existing network, preserve operational consistency, and maximize the value of these existing investments.
In addition, the instrumentation requires specialized training, manufacturer technical support, and OEM replacement parts, all of which are necessary for IDEQ to effectively operate and maintain the monitoring network.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
Teledyne API is the sole manufacturer and distributor of these products. Teledyne API also provides factory-authorized training and factory repair services necessary to support both current and legacy instrument models that remain in active use within IDEQ’s ambient air monitoring network.
Continued use of Teledyne API instrumentation is necessary to maintain compatibility and standardization across the monitoring network, including primary and backup instruments. This includes compatibility with existing remote communications, data acquisition systems, calibration equipment, staff training, quality assurance procedures, and standard operating procedures. Standardization on a single manufacturer also allows IDEQ to maintain a common inventory of replacement parts and consumables, reduces operational complexity, and supports efficient maintenance and network operations.
