About this file

This is a Request for Information (RFI) issued by the City of Tampa's Development and Economic Opportunity Portfolio, soliciting feedback from lending institutions to provide flexible financing for commercial establishments in designated areas. The RFI is seeking information for two primary programs: the Community Redevelopment Agency's (CRA) Commercial Grant Portfolio Lender Program and the Retail Initiative Lender Program, with responses due on June 21, 2024 at 2:30 P.M. through the OpenGov eProcurement Portal. The city is looking for lending partners to support neighborhood stabilization, economic revitalization, and addressing food insecurity in low-income, low-access areas, with potential loan purposes including acquiring or improving real estate, providing working capital, and purchasing equipment.

The RFI outlines specific grant opportunities, including Commercial Exterior and Interior Grants up to $75,000 with 50% matching requirements, and a Legacy Credit program that can reduce owner match based on property ownership duration. For the Retail Initiative, the city seeks lenders willing to support healthy food retailers in underserved areas, with financing potentially used for land purchase, renovations, point-of-sale systems, and inventory. Eligible lenders must have at least five years of experience issuing small business loans and providing management assistance. The city intends to use the information gathered to develop a lender referral list and potentially submit applications for USDA Healthy Food Financing Initiative and Food Access and Retail Expansion Fund grants, with the ultimate goal of expanding retail offerings and economic activity across Tampa's communities.

1.3. RETAIL INITIATIVE LENDER PROGRAM: According to the United States Department of Agriculture (USDA), there are approximately 80,000 residents that live in low income, low access (LILA) areas within the City of Tampa limits. LILA are defined as an area, in which residents do not have access to fresh food and produce within 0.5 miles of their home. Access to affordable, nutritious food is both essential to living a healthy lifestyle and is a basic human right. In effort to address these issues facing our community, the City would like to partner with community organizations to address food insecurity. The city is interested in collaborating with neighborhood corner stores, grocery stores, mobile markets, farmers, and community gardens to move the Fresh Food Initiative forward.

Figure 2: USDA Map of Low Income/ Low Access Communities in the City of Tampa.

The City is looking to support new initiatives or the expansion of existing programs from the greater Hillsborough area that have demonstrated success and can address the needs in LILA communities. In some cases, an organization (nonprofit or for-profit business) may be awarded a matching grant, which are conditional funding awards that require an organization to raise a specified portion of the grant through solicitation of new money and/or in-kind contributions. Therefore, the City of Tampa is soliciting financial institutions to advise on their organization’s customized credit options available to borrowers looking to participate in the initiative to address food insecurity.

The program is intended to assist eligible healthy food retailers, neighborhood corner stores, mobile market, community gardens and/or food enterprises to overcome the higher costs and initial barriers of entry in areas with inequitable access. Financing may be used to purchase land, perform interior or exterior renovations, purchasing of a point-of-sale system (POS), or the purchase of inventory or other required equipment, etc.

1.3.1. Any funding utilized under these grant programs will be used to support capacity building and credit enhancements.

1.3.3. Policies and Procedures utilized in the Fresh Food Initiative in Sulphur Springs and East Tampa will be used to assist other retailers in expanding their product offering throughout other areas in the City of Tampa in the coming years.
