About this file
This is a draft Statement of Work for the demolition of two aircraft maintenance shops and storage buildings at Laughlin Air Force Base, Texas. The project covers Building 15 (approximately 815 square feet at 1 Mitchell Boulevard) and Building 54 (approximately 358 square feet at 40 Iowa Street). Both buildings contain acoustic ceiling tiles, flooring (VCT tile and carpet respectively), wood walls, and wood/metal roofs. The contractor must provide all materials, labor, tools, equipment, transportation, and incidentals necessary to complete demolition and site restoration.
The scope of work includes hazardous materials testing with coordination with the Contracting Officer if remediation is required, complete building demolition, utility marking and capping (including coordination with Rio Grand Electric Cooperative for electrical work), sidewalk removal, site restoration with soil hazmat testing, and environmental compliance. The contractor must follow specifications in multiple attachments including Laughlin AFB Division 01 General Specifications Guidance, Environmental Quality Construction Specifications, UFGS 02 41 00 Demolition and Deconstruction, and UFC standards. The project operates under a two-phase Notice to Proceed structure: NTP #1 (91 days) for submittals including AF Form 103, Free Zone requests, FAA determinations, and demolition plans; NTP #2 (35 days) for construction, for a total performance period of 126 calendar days. Key submittals due 45 days after NTP #1 include the Final Statement of Work and Demolition Plan. The contractor must attend Airfield Driving Training, submit a FOD plan and Dust/Debris Control plan, install fencing matching existing specifications for Building 54, and participate in weekly partnering meetings. Work is located in controlled airfield areas requiring specific entry control points and low-profile barricading per UFC 3-260-04.
