About this file
This is a Sole Source Notification issued by the Arizona Department of Emergency and Military Affairs (DEMA) Purchasing & Contracting office on March 31, 2025. DEMA seeks to procure collaborative workshop services from a single vendor to deliver team building and leadership development training to emergency management staff during April 2025. The proposed scope includes facilitated workshops for civilian emergency management employees, senior leadership development, a one-hour keynote speaker presentation for an agency-wide professional development seminar, and specialized training for DEMA Grants and Finance staff focused on disaster finance process improvements. Workshop sessions are scheduled for April 23, 24, 25, 28, and 29, 2025, all to be conducted in-person at a DEMA-provided location. The vendor must build upon previous year workshop topics and incorporate specific facilitation techniques including hero/villain cards, mountain exercises, superpowers, vote the note, and convergence methods. The commenting period for the sole source request opened on March 31, 2025, and closes at 3:00 p.m. Arizona time on April 3, 2025. The anticipated contract term is one year.
All pricing must be fully burdened and include materials, travel, and lodging expenses. DEMA has justified this sole source procurement based on the contractor's inability to find alternative vendors capable of providing the specific workshop type within the required timeline. Interested vendors must submit written responses through the State's eProcurement System (APP) at www.app.az.gov, including their name, address, point of contact, telephone number, email, and documentation demonstrating capability to meet or exceed the stated requirements. No specific budget allocation or funding source is disclosed in this notification. Vendors may contact the APP Helpdesk at (602) 542-7600 for submission instructions or visit the State Procurement Office's Quick Reference Guides for additional guidance.
