DELIVERY ORDER 1

INSTRUCTIONS TO OFFERORS:

The Government anticipates it will award Delivery Order (DO) 1 with the indefinite delivery/indefinite quantity (IDIQ) contract award(s). Offerors who are awarded an IDIQ base contract should assume they may be awarded DO 1. DO 1 is not requesting any additional capabilities outlined in the Base IDIQ Statement of Work or the Offeror’s proposal. As such, Offerors shall provide any discounted pricing available for this DO.

STATEMENT OF WORK:

SCOPE

To prepare for a full operational stream of Global Navigation Satellite System (GNSS) Radio Occultation (RO) data, NOAA is issuing this Delivery Order to procure a limited duration of data that will be used to validate that the formats, latency, quality, and coverage of the data will be sufficient for longer-term operational use in numerical weather prediction models and other systems.

REQUIREMENTS

I. Delivered data shall meet all requirements of the IDIQ Statement of Work.

II. The contractor shall deliver Level 0 and Level 1a data from 500 GNSS RO occultations per day for 30 consecutive days beginning three weeks after DO award.

III. The contractor shall be available for support calls during normal business hours, not to exceed 8 hours per week, throughout the period of performance to resolve technical issues including questions related to data transfer, formatting, and interpretation.

IV. The contractor shall provide pricing for a license with data sharing rights as listed in Section VIII Option 4A in the IDIQ Statement of Work:

Right to distribute all data to U.S. Government agencies, immediately after receipt at NOAA, for non-commercial use but not for further distribution (except to others to use on their behalf, including contractors and grantees). Right to distribute all data to any entity with no restriction on use or further distribution 24 hours after receipt at NOAA.

V. The DO Period of Performance will be 90 days beginning at DO award.
