About this file

This is an Award Delivery Information document for a Request for Quotation (RFQ) for Fiscal Year 2026 at FCI Seagoville, a Federal Bureau of Prisons facility.

All awarded items must be delivered by June 26, 2026, unless otherwise specified in product specifications. Deliveries are restricted to Monday through Thursday between 8:00 am and 2:00 pm, with trucks required to arrive no later than 2:00 pm at the FCI Seagoville Warehouse. Deliveries are by appointment only; unscheduled deliveries may be refused. The facility is closed on all Federal holidays and will not accept deliveries on those dates. Contractors must coordinate with warehouse staff regarding delivery amounts and dates. Failure to meet delivery schedules without excusable delay or failure to conform to contract specifications will negatively impact the contractor's past performance history, which may influence future award decisions and contractor responsibility determinations.

Delivery requirements include palletization unless prior arrangements are agreed upon, rejection of all out-of-date items, and strict temperature compliance: non-frozen perishable foods at 34-41°F, canned goods above 34°F (not frozen), and frozen foods at 0°F or below. All items must comply with BOP National Menu Specifications, and contractors are responsible for obtaining these specifications prior to quoting. Religious diet items must display appropriate certifications (Kosher Symbol OU for Kosher items and appropriate Halal symbols for Halal items). All items undergo close inspection with conditional receipt permitted for five business days to allow examination and testing. Items failing specifications or conditionally received items found unacceptable must be picked up at vendor expense within one week of noncompliance notification or will be disposed of by warehouse staff. Delivery contacts are FSA T. K. Jiles (tjiles@bop.gov, 972-287-2911 ext 4080) and Warehouse Foreman J. Jones (j51jones@bop.gov, 972-287-2911 ext 4084), with email preferred for both contacts.
