About this file

This addendum document pertains to the Florida Department of Transportation's invitation to bid for deicer pellets (97% anhydrous sodium acetate) for establishment of a 12-month contract. The solicitation covers delivery of deicer pellets in two formats: bulk 1,000-kilogram bags and 40-count packages of 50-55 pound bags, to be distributed across five regional operations centers and six warehouse locations throughout Florida. The procurement is divided into four sections (A through D), with unit pricing methodology determining lowest bidders separately for each section. Bids were due October 15, 2026, at 10:00 AM, with public bid opening scheduled for 10:30 AM on the same date in Chipley, Florida. The Department intended to post the award announcement October 20, 2026, at 9:00 AM on the Florida Vendor Information Portal. Technical questions were due by October 10, 2026, at 4:00 PM. The contract term is 12 months from award approval, with provisions allowing renewal for up to three years upon mutual agreement and satisfactory performance evaluation.

Bidders must submit firm prices with freight prepaid and documented separately, with the Department reimbursing actual freight costs per shipment and applying a one percent MyFloridaMarketplace transaction fee to all payments. Bidders must be actively registered in MyFloridaMarketPlace at bid opening, submit completed Vendor Certifications regarding Scrutinized Companies Lists, provide E-Verify compliance certification, and complete an In-State Preference Form with legal opinion if applicable. The Department reserves the right to accept or reject any or all bids, award to multiple suppliers by section or location, and may establish open purchase orders for estimated quantities during the contract term. No in-state preference applies as the solicitation does not involve federal funds for this specific provision. Responses must be submitted electronically to D3.Purch@dot.state.fl.us.
