About this file

This is an Invitation to Bid (ITB) issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for parking lot paving and related site improvements at Comstock Bridge in Salmon River State Forest, East Hampton. The project involves resurfacing an approximately 12,000-square-foot gravel parking lot through excavation and disposal of four inches of surface material, re-grading and compacting base material, constructing a 75-foot drainage swale with perforated HDPE underdrain and native vegetation, installing corrugated HDPE pipe, applying two inches of HMA binder course and two inches of HMA surface course, installing six-inch asphalt curbing, and applying epoxy paint markings with handicapped-accessible signage. The scope also includes hydroseeding, erosion control matting, and submission of required documentation including haul tickets, delivery tickets, manufacturer specifications, and laboratory reports. Bids are due August 28, 2026 at 4:00 PM EDT, with a pre-bid meeting scheduled for August 20, 2026 at 9:00 AM at the project site. The vendor question and answer period runs from August 11, 2026 at 9:15 AM EDT through August 27, 2026 at 3:45 PM EDT, with questions due by 4:00 PM on August 27 to eric.gileau@ct.gov. Contract completion is anticipated within 30 calendar days, with liquidated damages of $200 per calendar day for delays. Award is expected on or about October 1, 2026.

Contractors must submit two separate bids: one assuming unsuitable native material requiring imported base material, and one assuming satisfactory native material test results. Bidders are required to meet contractor prequalification requirements tiered by bid amount, with bids of $1,000,000 or less requiring Certified Set-aside Contractor status and bids exceeding $1,000,000 requiring DAS-Prequalified Contractor status. Evaluation criteria include project approach, contractor experience with excavation, parking lot and highway paving, and drainage construction; relevant staff resumes and references; detailed cost and time breakdowns; and schedule feasibility. All vendors are eligible to respond, with contact inquiries directed to Eric Gileau at (860) 538-3016 or eric.gileau@ct.gov.
