About this file

This is a solicitation document from the Connecticut Department of Energy and Environmental Protection (DEEP) for parking lot paving and stormwater infrastructure improvements at Comstock Bridge in Salmon River State Forest, East Hampton. The project encompasses excavation and disposal of four inches of surface material from a 12,000-square-foot gravel parking lot, re-grading and compacting base material with proper drainage pitch, constructing a 75-foot drainage swale with six-inch perforated HDPE underdrain and native vegetation, installing corrugated HDPE pipe, paving with two inches of HMA binder course and two inches of HMA surface course, installing six-inch asphalt curbing, applying epoxy paint markings and handicapped-accessible signage, and hydroseeding with erosion control matting. Bidders must submit supporting documentation including haul tickets, delivery tickets, manufacturer specifications, and laboratory reports. A pre-bid meeting is scheduled for August 20, 2026 at 9:00 AM at the project site, with bids due August 28, 2026 at 4:00 PM via CTsource. The contract allows 30 calendar days for completion, and award is anticipated on or about October 1, 2026. Questions must be submitted by August 27 at 4:00 PM to eric.gileau@ct.gov.

Bidders are required to submit two separate bids: one assuming unsuitable native material requiring imported base material, and one assuming satisfactory native material test results. Contractor prequalification requirements are tiered by bid amount, with bids of $1,000,000 or less requiring Certified Set-aside Contractor status and bids exceeding $1,000,000 requiring DAS-Prequalified Contractor status. Liquidated damages are assessed at $200 per calendar day for schedule delays. Evaluation criteria include project approach, contractor experience with excavation, parking lot and highway paving, and drainage construction; relevant staff resumes and references; detailed cost and time breakdowns; and schedule feasibility. The swale must comply with Connecticut Department of Transportation standards, including non-woven filter fabric per Standard M.08.01.19 and a maximum 36-inch ponding depth during 10-year storm events.
