About this file
This Invitation to Bid (ITB) solicitation document, issued by the Connecticut Department of Energy and Environmental Protection (DEEP), requests qualified contractors to repave and line stripe the Comstock Bridge Parking Lot located in Salmon River State Forest, East Hampton. The project scope includes excavating and disposing of four inches of surface material from the approximately 12,000-square-foot gravel parking lot, re-grading and compacting base material with proper drainage pitch, constructing a 75-foot drainage swale with perforated HDPE underdrain and native vegetation, installing corrugated HDPE pipe, paving with two inches of HMA binder course and two inches of HMA surface course, installing six-inch asphalt curbing, applying epoxy paint markings and handicapped-accessible signage, and hydroseeding with erosion control matting. The bidding period opened August 11, 2026 at 9:00 AM EDT and closes August 28, 2026 at 4:00 PM EDT, with vendor questions accepted through August 27, 2026 at 3:45 PM EDT. A pre-bid meeting is scheduled for August 20, 2026 at 9:00 AM at the project site. Award is anticipated on or about October 1, 2026, with a contract completion period of 30 calendar days.
Contractors must submit two separate bids: one assuming unsuitable native material requiring imported base material and one assuming satisfactory native material test results. Bidder prequalification is tiered by bid amount, with bids of $1,000,000 or less requiring Certified Set-aside Contractor status and bids exceeding $1,000,000 requiring DAS-Prequalified Contractor status. Evaluation criteria include project approach, contractor experience with excavation, parking lot and highway paving, and drainage construction, along with relevant staff resumes, references, detailed cost and time breakdowns, and schedule feasibility. The contract includes liquidated damages of $200 per calendar day for non-compliance. Contractors must submit haul tickets, delivery tickets, manufacturer specifications, and laboratory reports as supporting documentation. Payment terms are vendor-specified with Free On Board Destination delivery terms. Questions should be directed to Eric Gileau at (860) 538-3016 or eric.gileau@ct.gov.
