About this file
This is a solicitation document issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for the Comstock Bridge Parking Lot Paving project. The Invitation to Bid (ITB) solicitation number DEEP081126CM seeks qualified contractors to resurface and improve an existing gravel parking lot at Comstock Bridge in Salmon River State Forest, East Hampton. The scope of work includes excavating and disposing of four inches of surface material from the approximately 12,000-square-foot parking lot, re-grading and compacting base material with proper drainage pitch, constructing a 75-foot drainage swale with perforated HDPE underdrain and native vegetation, installing corrugated HDPE pipe, paving with HMA binder and surface courses, installing six-inch asphalt curbing, applying epoxy paint line markings and handicapped-accessible signage, and hydroseeding with erosion control matting. Bids were solicited from August 11, 2026, at 9:00 AM EDT through August 28, 2026, at 4:00 PM EDT, with vendor questions accepted through August 27, 2026, at 3:45 PM EDT. A pre-bid meeting is scheduled for August 20, 2026, at the project site. The contract allows 30 calendar days for project completion, and award is anticipated on or about October 1, 2026. Delivery is on a Free On Board Destination basis with vendor-specified payment terms.
Bidders must meet contractor prequalification requirements tiered by bid amount: bids of $1,000,000 or less require Certified Set-aside Contractor status, while bids exceeding $1,000,000 require DAS-Prequalified Contractor status. Contractors must submit two separate bids—one assuming unsuitable native material requiring imported base material and one assuming satisfactory native material test results. Evaluation criteria include project approach, contractor experience with excavation, parking lot and highway paving, drainage construction, relevant staff resumes and references, detailed cost and time breakdowns, and schedule feasibility. Liquidated damages are assessed at $200 per calendar day for project delays. Supporting documents required include haul tickets, delivery tickets, manufacturer specifications, and laboratory reports. Technical specifications for the drainage swale require a 30-linear-foot perforated underdrain with 2:1 side slopes, non-woven filter fabric complying with Connecticut DOT Standard M.08.01.19, and maximum 36-inch ponding depth during 10-year storm events. Inquiries should be directed to Eric Gileau at (860) 538-3016 or eric.gileau@ct.gov.
