About this file
This document is a salient characteristics specification for a decontamination trainer mannequin required by the VA. The mannequin must be a full-body adult-sized trainer approximately 5 feet tall, weighing between 60 and 80 pounds, designed specifically for decontamination training and hazmat exercises. The mannequin material must accurately simulate a human body, withstand saturation in water and cleaning solutions, be easily cleanable and dryable, remain durable in wet and outdoor environments, and be constructed from non-toxic, non-electronic materials safe to handle. Required functional capabilities include an intubation head for airway management practice, an IV arm with injection site for medical training, the ability to accommodate moulage (simulated wounds), and sufficient durability to withstand repeated decontamination practice and use in hazmat scenarios. The specification references a basis of design product (SKU 101-088FB) from Nasco Healthcare but certifies that the salient characteristics do not limit acquisition to a single manufacturer. The document is certified by Bryan Cain, Emergency Management Specialist with the VA's Executive Office, dated May 8, 2026, in accordance with VAAR sections 811.104 and 811.105.
