About this file

This is a Documentation of Decision to Restrict Competition for a federal acquisition by the U.S. Department of the Navy's Strategic Weapons Facility, Atlantic (SWFLANT) located in Kings Bay, Georgia. The acquisition is for Fully Automatic Automated External Defibrillators (AEDs) to be deployed across standard installation facilities and non-medical response vehicles, with an estimated value at or below the Simplified Acquisition Threshold (SAT).

The required AEDs must be fully automatic units with zero rescuer intervention, requiring no shock button activation once a shockable rhythm is detected. Specifications include English voice prompts and visual text, optional integrated Wi-Fi capability for readiness reporting, and each unit must include adult 4-year electrodes, standard capacity battery, integrated carrying handle, operating instructions, and USB cable for data download. The restriction is brand-name specific to the Physio-Control LIFEPAK CR2 model but not vendor-specific. The acquisition is justified under SUBASEINST 11320.1G to ensure compatibility with existing Fire and Emergency Services equipment at the facility. Three vendors offering the required brand and model were identified through market research: RESCUE ONE TRAINING FOR LIFE, INC GRAINGER, and JLOGISTICS LLC, with quoted prices of $36,892.50, $72,947.70, and $75,530.00 respectively. The document was approved on May 5, 2026, by Technical Cognizance (Clayton Elias Bond Jr.) and Contracting Officer (Nicole Rene Riffe).

Tenant commands will be responsible for the AED purchase and replacement of consumable supplies (electrode pads, batteries, consumable supply pouch). Tenant commands must gain approval from F&ES prior to purchasing an AED. This will ensure the approved F&ES AED is purchased and compatible with existing AEDs. Tenant commands will advise F&ES of AED purchases to ensure the appropriate location is identified prior to installation. The AED that are approved is the Physio Control LifePak CR2.
