This is a Request for Proposals (RFP) issued by the City of Decatur, Georgia for the 2026 Decatur Speed Study. The City seeks qualified engineering and consulting firms to conduct a comprehensive, data-driven speed study on select corridors within city limits to support the City's Vision Zero goals and provide justification for speed limit modifications in accordance with Georgia Department of Transportation (GDOT) standards. The study will encompass 15-20 locations and include data collection via automated traffic recorders, engineering and traffic investigations, public and stakeholder engagement, and development of speed management recommendations with GDOT-compliant documentation. A mandatory pre-proposal conference is scheduled for February 25, 2026, at 10:00 AM at Decatur Public Works (2635 Talley Street). Written questions must be submitted by February 27, 2026, at 3:00 PM. Sealed proposals are due no later than March 11, 2026, at 3:00 PM EST at the Public Works office. The City will select the successful consultant by March 19, 2026, with a project kickoff meeting within four weeks of contract execution. Proposals must include an original plus four copies (limited copies of extensive materials acceptable), limited to 15 single-sided pages, covering project understanding, team qualifications, relevant experience, proposed schedule, itemized cost estimates, and references from minimum two municipal clients.
The City will evaluate proposals using a qualifications-based and non-qualifications-based selection process weighted as follows: Personnel (20%), Experience (20%), Availability (15%), Technical Proposal (30%), and Cost Proposal (15%). Proposers must be licensed professional engineers in Georgia and prequalified with GDOT in appropriate areas. All proposers must maintain a minimum $2,000,000 professional liability insurance policy and comply with Georgia's Illegal Immigration Reform and Enforcement Act of 2011 by registering with E-Verify. The City will provide available data but does not warrant its accuracy; proposers are responsible for all necessary field investigations. The agreement will be awarded on the basis of which proposal best serves the City's interests, with the City reserving the right to reject any or all proposals, negotiate scope changes, and waive technicalities. No specific contract amount or funding source is identified in the RFP; compensation will be negotiated following selection, with progress payments based on percentage of work completion tied to specific milestones including public input meetings, concept presentations, and document submission phases.

INVITATION
The City of Decatur is seeking proposals from qualified firms to conduct a comprehensive speed study on select corridors within city limits. This work will support the implementation of the City’s Vision Zero goals as outlined in the 2025 Decatur Safety Action Plan (SAP). The study should provide data-driven justification for speed management strategies, including potential speed limit reductions, and must meet the standards and requirements set by the Georgia Department of Transportation (GDOT).
BACKGROUND
The City of Decatur is a vibrant, walkable community located just east of Atlanta. The SAP identifies excessive vehicle speed as a leading factor in fatal and serious injury crashes, particularly on corridors within the High Injury Network (HIN) and High Risk Network (HRN).
As part of the implementation phase of the SAP, the City is prioritizing the reduction of vehicle speeds through both policy changes and physical roadway interventions. The SAP identifies local roads with posted speed limits above 25 MPH where speed reductions may be warranted. Data informed justifications for these changes are critical for compliance with GDOT approved standards for off-system roads, and will be necessary for enforcement, including the potential use of radar enforcement.
Responses to this Request for Proposals (RFP) shall include technical proposals along with all other information requested in this RFP. A qualifications-based and non-qualifications based selection process will be used. Evaluation of proposals will be based on the following criteria:
a. Personnel – expertise and qualifications of personnel listed in project team – 20%
b. Experience – evidence of past success in similar projects on time and within budget – 20%
c. Availability – ability of project team to perform tasks according to estimated schedule included in this RFP – 15%
d. Technical Proposal – content of technical proposal and quality of response to the requirements included in this RFP – 30%
e. Cost Proposal – reasonableness and detail of cost proposal – 15%
A mandatory pre-proposal conference will be held at Decatur Public Works, 2635 Talley St, Public Works Community Room, Decatur, GA 30031 on February 25, 2026 at 10:00 am. Any questions and/or misunderstandings that may arise from this Request for Proposals should be submitted, in writing, to Julie Harlan at julie.harlan@decaturga.com prior to this conference. Additional questions may be submitted in writing until February 27, 2026 at 3:00 pm. Answers to such questions that materially change the conditions and specifications of this Request for Proposals will be sent to all attendees as an addendum.
Any discussions or documents will be considered non-binding unless incorporated in an addendum. When addenda are required, the proposal opening date may be extended.
Parties responding to this Request for Proposals must attend this pre-proposal conference for their submittal to be considered.
Submittal of a proposal indicates acceptance of the conditions contained in the RFP. The City of Decatur reserves the right to retain all proposals submitted. Bids may be held by the City for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the financial stability of the bidders and their demonstrated ability to perform satisfactorily, prior to awarding the contracts. All proposals are public records to the extent required by the Georgia Open Records Act. The City of Decatur reserves the right to accept or reject any or all proposals, to waive informalities, to negotiate changes in the scope of work or services to be provided and to otherwise waive any technicalities.
