NOTICE OF INTENT: The U.S. Census Bureau (USCB) intends to award a noncompetitive contract to the Open Geospatial Consortium, Inc. to provide Airtable software. The statutory authorities for this sole source task order are in accordance with FAR 6.302-1.

BACKGROUND:

The Open Geospatial Consortium (OGC). The OGC is an international voluntary consensus standards organization for geospatial content and location-based services, sensor web and Internet of Things, GIS data processing and data sharing. It involves more than 500 commercial, governmental, nonprofit and research organizations in a consensus process encouraging development and implementation of open standards.

In addition, members of the OGC are able to attend conferences, participate in and conduct panels and training, and conduct formal and informal market research and keep abreast of industry trends.

As a full member of the OGC, USCB is to further support and improve its data collection operations and support the agency’s mission as the leading source of quality data about the nation’s people and economy, and is able to provide input on standards adhered to by the geospatial industry.

REQUIREMENTS:

The U.S. Census Bureau requires annual renewal of its membership to the Open Geospatial Consortium for the 2024 calendar year.

This notice of intent is not a request for competitive proposals. Interested individuals capable of doing this type of work must submit their written capabilities statements that demonstrate the identified capabilities and UEI number via electronic submission to Jason Winings at Jason.k.winings@census.gov no later than 2:00PM EST on December 28, 2023. No information will be taken by telephone or mail. Any questions regarding this notice should be directed to Jason Winings at jason.k.winings@census.gov as soon as possible, but not later than 2:00PM (EST), December 28, 2023.

Any such statement of capabilities received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
