About this file
This document is a Sources Sought notice issued by the U.S. Army Corps of Engineers (USACE) Rock Island District for the Advanced Contracting Initiative (ACI) Regional Contracts for Debris Management Services (RCDMS). USACE is seeking qualified sources, including small businesses, to provide debris management services such as segregation, removal, hauling, disposal, and structural demolition on public, commercial, or private property within the continental United States (CONUS) and its territories and commonwealths outside of the CONUS (OCONUS). The debris may be generated from various natural or man-made catastrophes. USACE is currently assessing the reorganization of its regional structure for optimal coverage and operational efficiency. Interested firms are requested to submit a capability statement and completed Q&A form by September 20, 2024. USACE plans to hold a virtual industry day/roundtable discussion in early October. The NAICS code for this proposed acquisition is 562119 - Other Waste Collection, with a small business size standard of $47 million. Competition and set-aside decisions will be made based on the results of this market research.

Please describe any experience you have implementing the Automated Debris Management System (ADMS)? Are there any improvements that should be made to ADMS? If so, please explain.
Regionalization
The current Debris Management ACI regionalization structure is depicted below. USACE would like to revisit the structuring of these regions to maximize capability and capacity sharing.
Would industry prefer a SATOC approach with fewer regions than the current structure, or a MATOC approach with opportunity to compete at the task order level?
Would industry prefer two different ACI contracts for 1) wildfire removal and 2) right-of-way debris or maintain the current combined ACI approach?
Is a SATOC with the current number regions sufficient or would fewer regions be better? Explain.
Please describe any anticipated challenges should USACE establish an ACI region dedicated to outside of the continental United States (OCONUS).
Is there another approach/course of action to meet this requirement that you would like to share?
Cost & Pricing Structure
What factors impact your ability to provide pricing on an ACI Debris Removal contract/task order or similar contract (ex. location, type of debris, etc.)?
Would you foresee any issues or concerns proposing FFP prices for a SATOC versus MATOC?
How can USACE improve scope development for the ACI Debris Removal contracts that would provide better pricing opportunities considering the variation in disaster response (ex. Wildfire Private Property Debris Removal, Hurricane Right-of-Way Debris Removal, etc.)?
Any other comment or concerns that you would like USACE to know?
