About this file
This document is the Maryland Board of Public Works' debarment and ineligibility list, maintained by the State of Maryland to identify persons and companies prohibited from contracting with public bodies within the state. The list encompasses individuals and entities barred from doing business with Maryland state agencies, local government entities, and bicounty or multicounty entities. The document includes two primary categories: companies engaged in investment activities in Iran that are ineligible to contract with any public bodies in Maryland, and persons and companies subject to debarment orders that are barred from state contracting.
The debarment list contains approximately 60 individuals and companies with indefinite debarment terms, including construction firms (Classic Construction Inc., J&M Construction Company, Val Construction Co. Inc.), HVAC and mechanical services providers (Polar Bear Heating and Air Conditioning Co. Inc., Montgomery Mechanical Services), and various other service providers and individuals. One entity, Aaron S. Bell, is subject to a five-year debarment period from May 6, 2026, to May 5, 2031. A conditional debarment applies to Reglas Painting Inc., with limitations on Athanasios Reglas' involvement in contract procurement activities. The document also references an additional debarment authority under Maryland Code Section 17-226, whereby contractors who persistently and willfully violate prevailing-wage statutes are prohibited from public work construction contracts for two years from the filing date. The lists were last updated on November 19, 2025.
