LIMITED SOURCES JUSTIFICATION
National Nuclear Security Administration
Office of Systems Engineering and Integration (NA-18) Task Order DE-BP0003347
December 22, 2016
I. Agency Identity and Contracting Office
The Department of Energy/National Nuclear Security Administration (DOE/NNSA) NA- APM-124.1 Headquarters Program Section (HPS) plans to contract for technical, liaison, and analytical support to implement systems engineering principles for project controls services to support the NNSA Office of Systems Engineering and Integration
(NA-18).
II. Nature and/or description of the action being approved
This document sets forth the justification and approval for an exception to full-and-open competition, pursuant to FAR 8.405-6. The NNSA intends to award TechSource, Inc.
(TechSource), located at 1475 Central Ave, STE 250, Los Alamos, NM, 87544, up-to a six month extension FAR clause 52.217-9, “Option To Extend The Term Of The Contract” of Task Order DE-BP0003347. The initial extension will be for three months, ending on March 17, 2017. FAR clause 52.217-9 allows for an extension up to six months, and the NNSA reserves the right to exercise the remaining three months at a later date. The extension of Task Order DE-BP0003347 is being issued pursuant to the NNSA Technical, Engineering, and Programmatic Support (TEPS) Blanket Purchase Agreement (BPA).
III. Description of Supplies and/or Services
This effort requires the technical skills of Subject Matter Experts, Project Managers, Engineer Support personnel, and Engineer Scientists to support the following areas;
development of requirements for specific resource-loaded schedules to feed status updates and changes to the integrated master schedule; development of integrated master schedules for specific programs (utilizing Primavera and/or Microsoft Project) reflecting all interface milestones and activity durations from multiple NNSA Management and Operating (M&O) contractors’ schedules; inputting all changes and/or updates into the NA-10 level integrated master schedule; establishment and implementation of Earned Value Management (EVM) systems; establishment and management of change control boards (CCB) and change management reviews (CMR); establishment and development of schedule and cost risk contingency analysis using Monte Carlo analysis.
The tasks to be performed include the development of requirements, work products, Integrated Master Schedules (IMSs), implementing Earned Value Management Systems (EVMS), training, schedule and cost analysis, and performance reports.

The total estimated value of the three-month Task Order extension is $460,637.83. The total value of the Task Order (not including the extension) is $6,128,363.64. The extension price is consistent with the current rates specified in Task Order DE- BP0003347, as required by FAR clause 52.217-9.
IV. Limited Sources Authority
The authority for this action is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
V. Justification for using the Limited Sources Authority
As discussed in Section VII and VIII (below), only TechSource submitted a quotation for the current requirement in 2013. Recent additional efforts (including an RFI) failed to identify any other interested, or technically able sources for the requirements. Though an RFQ will eventually be issued, NNSA is unaware of other potential vendors that can perform the unique and highly specialized services (described in Section III).
VI. Contracting Officer Determination of best value
Pursuant to FAR 8.404 (d), TechSource’s quoted rates are considered fair and reasonable as they are from a GSA Schedule pricelist. As the price is consistent with the current rates specified in Task Order DE-BP0003347, which were previously evaluated at the time of award, the price is thereby reasonable.
VII. Market Research
On October 25, 2013 Request for Quote (RFQ) DE-SOL-0006308 was issued electronically through FedConnect to the 51 TEPS BPA holders (CTA Leaders and Team members). The RFQ closed at 12:00 p.m. Eastern Standard Time (EST) on November 14, 2013. One quote was received in response to the RFQ from TechSource. The CO determined that TechSource’s quote represented the best value to the Government, all factors considered. On December 17, 2013, TechSource was selected for Order award DE-BP0003347 at a total price of $6,128,363.64.
TechSource was the only BPA holder to respond to RFQ DE-SOL-0006308. An RFI for the follow-on Task Order was released on November 21, 2016 to all TEPS BPA holders, and closed on December 6, 2016. TechSource, the incumbent, was the only response received to the RFI. Based on this, it is unlikely that another company has the capacity to perform the scope of DE-BP0003347 for up to six months while the requirement is being recompeted amongst all TEPS BPA holders.

VIII. Other Facts
On October 18, 2016, HPS provided the program office with the pre-procurement documents required for the recompete process. On November 10, 2016, the Program Office provided HPS with the pre-procurement package. On November 21, 2016, the Program Office provided HPS with the finalized Performance Work Statement (PWS).
Only one response was received to RFQ DE-SOL-0006308 and the Contracting Officer determined that a Request for Information (RFI) was appropriate for the follow-on Order in an attempt to foster additional competition for the follow-on Task Order. The RFI was released on November 21, 2016 to all TEPS BPA holders, and closed on December 6, 2016. TechSource, the incumbent, was the only response received to the RFI.
The Contract Specialist and Contracting Officer working on the recompete require additional time to finalize and release the follow-on RFQ. The Government is invoking FAR clause 52.217-9 in order to avoid negotiation of a short extensions to an existing Order. The original Contracting Officer included the option clause in accordance with 17.208(f)), which enables the Government to require continued performance of any services within the limits and at the rates specified in the contract. The RFQ is scheduled to be released for competition among the TEPS BPA holders the week of December 19, 2016 and an award to be made by March 2, 2017.
IX. Steps to foster competition
The NNSA is in the process of competing the follow-on requirement to Task Order DE- BP0003347 amongst all TEPS BPA holders. An RFI was released on November 21, 2016, to inform the BPA holders of the upcoming opportunity and gauge interest from industry.
X. A written determination by the approving official identifying the circumstance that applies under 8.405-6(a)(1)
In consultation with NA-18, the approving official for this action has determined that only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized (FAR 8.405-6(a)(1)(i)(B)). Without the technical skills of Subject Matter Experts, Project Managers, Engineer Support personnel, and Engineer Scientists provided under DE- BP0003347, NA-18’s ability to perform its mission will be negatively impacted.
