Statement of Work (SOW) Truck Scale Repacement
Background:
a. Requiring Organization Defense Distribution Depot Susquehanna PA
b. History Scale is required to replace existing outdated and maintenance intensive scale that has exceeded service life expectancy.
c. Purpose of the Statement of Work (SOW):
Purchase and install new Truck Scale.
1. Scope of Work to be Performed by Contractor:
The contractor shall provide all necessary labor and material to construct, install and dispose of existing Truck Scale. All equipment furnished shall be new from the manufacturer’s most current production and meet current industry standards, and conform to the best quality of materials and workmanship. Accessories not specifically mentioned herein, but necessary to furnish complete systems ready for use, shall also be included and named. All transportation/shipping and installation shall be provided by the contractor.
The Truck Scale must be equivalent to the below specifications. No deviation is allowable.
2. Salient Characteristics:
Multi-platform scale consists of three separate scale platforms.
Scale 1 (custom length BMS-HD 17’ 6” x 11’) dimensions:
Length 17’-6” Width 11’ Profile 15’’
Scale 2 (custom length BMS-HD 17’ 6” x 11’) dimensions:
Length 17’-6” Width 11’ Profile 15’’
Scale 3 (custom length BMS-HD 50’ x 11’) dimensions:
Length 50’ Width 11’ Profile 15’’ Scale platform consists of two equal length modules
• The scale shall be NTEP Certified and meet the requirements set forth by the NIST Handbook 44 for Class IIIL devices. A current copy of the Certificate of Conformance (COC) shall be submitted with the bid.
• The scale shall be a full electronic design. Mechanical lever systems are not acceptable.
• The weighbridge shall be a flat-top, orthotropic design. Tall outside beams that extend above the surface of the deck are not acceptable.
• The weighbridge shall be suitable for installation on an above-grade pier, floating slab, or pit style foundation and must provide top access to weight sensors.
• The weighbridge shall include removable end covers on each module to allow top access to all critical cleanout areas.
• The weighbridge shall incorporate an internal self-checking system. Checking systems that use bumper bolts, externally fixed check rods, or embedded bumper plates in the end walls are not acceptable.
• The scale shall have a full scale capacity rating of 135 Tons (270,000 lbs) with a displayed resolution of 200,000 x 20 lbs in accordance with the NIST, Class IIIL device requirement of 10,000 divisions.
• The weighbridge modules shall be designed with a minimum concentrated load capacity (CLC) and dual tandem axle (DTA) rating of 45 tons as defined by NIST. When a 45 ton CLC/DTA load is applied at mid-span on a module, the maximum bending stress in the steel shall not exceed 20,000 PSI and weighbridge deflection shall not cause the scale to exceed the allowable accuracy tolerance as specified by NIST in Handbook 44.
• The weighbridge shall have a minimum calculated “r” factor of 2.65
• The weighbridge shall be designed to have a span deflection ratio that is not less than 1:1,100 when legal highway loading is applied at mid-span of module.
• The weighbridge shall consist of four (4) factory- welded platforms, providing an unobstructed weighing surface of 85' long by 11' wide (nominal).
• The weighbridge shall have a 14” minimum elevation profile and provide a minimum underneath clearance of 3.5” between foundation floor and bottom of weighbridge (or sufficient to meet compliance with State and Local Weights and Measures officials).
• The elevation profile and underneath clearance shall be adjustable by using various riser blocks on the foundation base plates.
• The weighbridge shall be constructed utilizing ASTM-A36 structural steel members, sized and arranged for proper strength, and able to withstand the stress and loads which result when vehicles drive onto and off the scale. Weighbridges constructed with used structural steel members are not acceptable.
• The weighbridge shall be welded in accordance with the requirements of AWS D1.1 by welders that are internally certified and adhere to strict quality standards. Must comply with the requirements of ISO-9001:2000.
• No field fabrication, assembly or welding shall be required for installation of the scale.
• The weighbridge module end boxes shall include heavy mounting plates for the weight sensors. Weight sensors that are mounted to the foundation piers are not acceptable.
• The weighbridge assembly shall be cleaned prior to the application of any coating or paint to remove oil, mill scale, rust, dirt, and other contaminants.
• The weighbridge assembly shall be blasted to meet standard SSPC-SP 6 requirements for commercial blast cleaning of unpainted or painted steel surfaces using abrasives.
• The weighbridge shall be protected by a two-component, high-solids, urethane primer applied to a dry film thickness of 2-3 mils, followed by a two-component, acrylic polyurethane top coat applied to a dry film thickness of 2-3 mils.
• The painted weighbridge shall undergo elevated temperature curing to ensure optimal finish and proper paint hardness/adhesion at time of shipment.
• Weighbridges that rely on air curing of the paint are not acceptable.
• Additional field painting other than touchup painting of damaged surfaces shall not be required.
• Base plates for the suspension system shall be flush mounted to concrete piers and anchored using wedge locks or similar bolts. A minimum of (4) 1" x 9" anchor bolts will be required per stand.
• The weighbridge shall not require the setting of grout plates for leveling. Grout plates or embedded items in the foundation concrete are not allowed.
• The weighbridge shall have a minimum deck thickness of 10-1/4”.
• The weighbridge shall be an orthotropic design with a minimum of 1/4” thick checkered steel deck plate that is supported with a minimum of 13 longitudinal 10” I-beams and full-length steel plates below that tie all the beams together. Weighbridge designs using primary understructure components made of bent plates or channels or tubing are not acceptable.
• Each I-Beam in the weighbridge shall be 100% robotically welded full-length (both sides of each flange) to the deck plate above as well as to the steel plates below.
Weighbridges with beams that are intermittently, or skip welded to the deck plate are not acceptable.
• The weighbridge shall be designed to accommodate over 2,000,000 trucks with a DTA of 60,000 lbs without degradation of the weighbridge or compromising the structural integrity. This is equivalent to 320 trucks per day, 6 days per week, for over 20 years.
• Structural steel elements shall have a combined minimum weight of 29,875 lbs.
• The weighbridge shall be available with an optional manhole frame and cover (24" square) to provide access to the pit area beneath the scale. (Manholes are optional for pit installations)
• The weighbridge shall be available with optional bolt-on safety guiderails (Guide rails are optional for surface installations)
• The guiderails shall utilize a minimum of 3.5" diameter pipe that is seal welded at each end.
• The guiderails shall be painted yellow for increased driver visibility.
• The guide rail assemblies shall bolt to brackets that are welded to the outside beams of the deck and a minimum of 3 bolts shall be used to attach each rail assembly.
Guide rails that are clamped, wedged, or welded to the weighbridge shall not be permitted.
• The weighbridge structure shall be warranted for a minimum of 10 years.
• The scale shall be an Avery Weigh-Tronix BridgeMont Model BMS-HD-MP3- 8511 or equivalent.
• Weight sensors shall be of the analog type and have a minimum capacity of 75,000 lbs each with an overload safety factor of 200%. Hybrid load cells with internal, proprietary circuitry for analog to digital conversion of the signal within the load cell are not acceptable.
• Weight sensors shall have a minimum output at rated capacity of 3.045 mV/V +/- 1%
• Weight sensors shall have an operating temperature range of at least -40C to +60C
• Weight sensors shall be designed to IP67/68 standards for ingression protection.
• Weight sensors shall be secured to heavy mounting plates within the weighbridge end boxes and be perpendicular to traffic flow.
• Weight sensor suspension system shall consist of hardened, stainless steel components that allow a free floating platform.
• All access to Weigh Bars or load cells will be from the top of the scale through steel access covers secured by stainless steel bolts.
• All conduit runs within the scale weighbridge will be through dedicated conduit. Loose or unprotected wires will not be allowed.
• Junction boxes shall be constructed of stainless steel with a NEMA 4X rating and include a removable cover with gasket that is secured with latches and include a Gore™ single directional membrane vent.
• Suspension stands will be flush mounted to concrete piers and anchored using Red Head wedge locks or similar bolts. Grout plates or flexure restraints will not be allowed.
• Weight sensors and related cables shall not use connectors at the termination points. Weight sensors using connectors of any type are not acceptable.
• Surge voltage and lightning protection will be provided as standard for protection of Weigh Bars or load cells.
• Weigh Bars or load cells shall be warranted for a full 10-years against failure of all types, including lightning or surge voltage.
• Weight Display Indicator Salient Characteristics:

• Keypad ZM615 has a 29 key chemical resistant keypad with metal domed tactile feedback and audio confirmation when pressed
• Operational Keys Zero, Print, Units, Tare, Sample, Setup, ID, Scale, Target, 5 Function Keys (F1-F5), Select, Start, Stop, 0-9, Alpha, Decimal, Clear and Common Symbols
• Status Annunciators Center of Zero, Motion, Battery status, Preset Tare, Active Ethernet Connection, Unit of Measure and more are shown on the dot matrix display
• Display Desktop: Improved Super Twisted Nematic (ISTN) Graphic Display:

Warranty Coverage - Warranty coverage shall be manufacturer’s standard warranty but not less than one year parts and labor.
Operator, Parts and Service Manual(s) and Training – The contractor shall provide with delivery, one (1) complete set of manuals with each machine.

Final acceptance of the Truck Scale will be performed by personnel at the receiving location.
