About this file
This is Addendum No. 1 to a fire sprinkler system upgrade project issued by the Massachusetts Department of Developmental Services (DDS) for a residential group home in Taunton. The addendum, dated October 13, 2026, extends the original bid opening date from Wednesday, October 14, 2026 at 1:00 PM to Friday, October 16, 2026 at 1:00 PM. The project involves replacing an existing NFPA 13 dry sprinkler system with a new NFPA 13R wet sprinkler system, along with associated electrical and fire alarm coordination work. The addendum addresses key technical specifications and bidder questions regarding equipment requirements, specifically mandating that the Fire Alarm Control Panel (FACP) be replaced with a 10-zone conventional FACP based on a Fire-Lite MS-10 (Honeywell) design or approved equal. The addendum also clarifies procurement flexibility, allowing contractors to submit alternative solutions such as Starlink transmitters during the construction phase subject to approval and potential change orders. Questions from bidders have closed as of the addendum date. The contract term is 120 calendar days from the Notice to Proceed, with liquidated damages assessed at $500 per day for delays.
The estimated construction cost is $138,000, with the award going to the lowest responsible and eligible bidder. Bidders must submit bids electronically through the COMMBUYS website and provide a 5 percent bid deposit via bid bond, certified check, or treasurer's check. Upon award, the contractor must provide a 50 percent payment bond and proof of required insurance coverage prior to contract execution. The project is subject to Massachusetts Supplier Diversity and Workforce Participation Requirements, including Minority Business Enterprise and Women Business Enterprise goals, as well as mandatory prevailing wage compliance with rates ranging from approximately $34.75 to $119.19 per hour depending on classification. A DCAMM Certificate of Eligibility is not required for this project, as the estimated cost falls below $150,000. The project is funded through the Executive Office of Health & Human Services budget, with contract execution anticipated within approximately 30 days after bid opening.

ADDENDUM #01
October 13, 2026
THE ATTENTION OF BIDDERS SUBMITTING PROPOSALS FOR THE REFERENCED
PROJECT IS CALLED TO THE FOLLOWING ADDENDUM. THE ITEM (S) SETFORTH
HEREIN, WHETHER OF OMISSION, ADDITION, OR SUBSTITUTION ARE TO BE
INCLUDED IN AND FORM A PART OF THE PROPOSAL SUBMITTED.
THE NUMBER OF THIS ADDENDUM (NO.1) MUST BE ACKNOWLEDGED IN THE

1. Questions from bidders has closed for this solicitation.
2. The bid opening date of Wednesday, October 14, 2026 at 1:00 PM has been extended to Friday, October 16, 2026 at 1:00 PM.
3. Question from Bidder:
Could someone please confirm using the MS10 fire alarm control panel and Starlink cell communicator is acceptable?
RESPONSE: See question and response below regarding Starlink Transmitter. The plan and specifications referring to any language referring to Fire Alarm Control Panel are to be replaced and require the FACP to be replaced / upgraded with a 10-zone conventional FACP with the basis of design for a Fire-Lite MS-10*** (Honeywell). Approved equal mailto:ddsengineering@mass.gov
ADDENDUM NO. 1
FACP’s can be submitted for review and approval during construction phase.
4. Question from Bidder:
The drawings call out “PROVIDE NEW NOREL/AES RADIO
COMMUNICATOR TO MEET CURRENT NFPA 72 OFF-PREMESIS
TRANSMISSION REQUIREMENTS.” can a Starlink be installed instead?
Attached to question was a data sheet for StarLink Fire MAX 2: SLE- MAX2-Series.
RESPONSE: The contractor shall prepare their bid pricing based on the original language in the contract. During the construction phase of the project, the contractor can submit for review and approval alternatives including a StarLink Transmitter. If there’s a cost adjustment to the approved alternative, then a change order for a price adjustment would need to be approved for the change. DDS does use StarLink for fire alarm communication in other facilities and is familiar with the product.
5. Question from Bidder:
Section 28 00 00 requires fire alarm shop drawings to be submitted for review. Please confirm whether the fire alarm shop drawings are required to be signed and sealed by a Professional Engineer, or if contractor-prepared shop drawings are acceptable.
RESPONSE: The State Building Inspector (SBI) may require the contractor to provide fire alarm shop drawings “stamped”. The Fire Sprinkler / Suppression System are required to be “stamped” but it’s not required for the Fire Alarm Shop drawings to be “stamped” for the submittal approved by consultant. If the SBI requires a stamp for the Fire Alarm drawings, then a cost adjustment via a change order for a price adjustment for the Professional Engineer design services would need to be approved for the change.
