Notice of Intent Summary

This is a Notice of Intent issued by the U.S. Army Corps of Engineers Seattle District regarding a brand name or equal requirement for a FY26 construction project. The U.S. Army Corps of Engineers will solicit proposals for construction of a Hydrant Fueling Facility at Area C (DESC2506), Fairchild Air National Guard Base, Washington. The solicitation will include a requirement for Alerton building automation direct digital control (DDC) equipment, specifically global controllers and Programmable Logic Controllers (PLC) for the Energy Management Control System (EMCS).

USACE justifies this brand name requirement based on Fairchild AFB's existing centralized facility management infrastructure, which relies exclusively on Alerton DDC systems and associated Alerton Compass software for remote management of heating, ventilation, and cooling systems across the base. The requirement ensures seamless integration with current systems without requiring adaptive software, additional equipment, or costly training and reprogramming. While this is not a competitive solicitation, interested parties believing they can provide a brand name or equal alternative may submit a capability statement demonstrating their ability to meet the requirement. All submissions must be in writing with sufficient technical detail and must comply with FAR provisions regarding Buy American requirements for construction materials. The deadline for capability statement submissions is 10:00 AM PT on April 2, 2026, directed to linda.s.obrien@usace.army.mil.

Description

Notice of Intent for use of brand name or equal descriptions to meet requirements under section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 (Pub. L. 114-328) as referenced in DFARS 206.302-1(c)(2).

SPECIAL NOTICE: The U.S. Army Corps of Engineers Seattle District (USACE) will be soliciting proposals for construction of a FY26 project titled: “Construct Hydrant Fueling Facility – Area C (DESC2506), Fairchild ANG, WA.”

As part of the construction solicitation, USACE intends to include the following brand name requirement: Alerton building automation direct digital control (DDC) equipment, to include global controllers and Programmable Logic Controllers (PLC) for the Energy Management Control System (EMCS).

Justification: This requirement is essential as Fairchild AFB uses the Alerton DDC system for centralized, remote management of facility systems (heating, ventilation, cooling, etc.) across the base. All current facilities at FAFB are managed through this equipment and its associated Alerton Compass software. Existing service contracts are in place to maintain this specific system. This new facility must link to the current centralized management system at Fairchild without the need for adaptive software or additional equipment. There would be substantial duplication of cost for training, reprogramming, and installation for a different DDC system, which is not expected to be recovered through competition.

This is not a solicitation for competitive proposals; however, if any interested party believes they can meet the requirement for a brand name or equal description for the Alerton DDC system, they may submit a capability statement to the point of contact listed in this Special Notice.

All information furnished must be in writing and must contain sufficient detail to allow USACE to determine if the interested party can perform the requirement described herein. Compatible system(s) must comply with Provision 52.225-12, Notice of Buy American Requirement-Construction Materials Under Trade Agreements, and Clause 52.225-11, Buy American-Construction Materials under Trade Agreements.

All responsible sources may submit a capability statement, which shall be considered by the agency. The submission must be received no later than 10:00 AM PT on April 2, 2026, to linda.s.obrien@usace.army.mil.
