Due Diligence Posting of Notice of Intent to Accept a Best Value Offer

The Operational Services Division (“OSD” or “Department”) of the Commonwealth of

Massachusetts announces its intent to accept a best value offer from a local engineering college to accept and facilitate transfer of surplus parts pursuant to the Commonwealth’s Due Diligence

Posting policy, pending the results of this Notice of Intent (“Notice”):

Description

The items involved consist of miscellaneous component parts originally intended to be used in assembling emergency ventilator units.1 A more detailed description of the items can be found in

Attachment A to this posting. The items are boxed up and contained in 9-10 standard size pallets

(40” x 48” x 6ft). The pallets need to be picked up from 181 Royal Plaza Road, Marlborough, MA.

Though the parts described in Attachment A shall be transferred at no charge, the cost of actually taking possession (picking up the palleted boxes and transporting them away) shall be borne by the recipient of these items. All palleted items must be removed, at the expense of the Offeror, from 181 Royal Plaza Road, Marlborough, MA within one week of the Commonwealth’s acceptance of an offer proposed pursuant to this posting.

The Department is posting this Notice rather than proceeding through the standard Surplus

Property process, as defined in 802 CMR 3.00 et. seq. because the Department has determined this opportunity represents best value to the Commonwealth. OSD is utilizing this Due Diligence

Posting to ensure that the transfer is open, fair and competitive. The Department has documented waiver of the standard Surplus Property process, granted pursuant to 802 CMR 3.05.

Determination of Other Interested Offerors

The intent of this posting is to determine if there are any other interested and qualified Offerors to take receipt of these items. Any such Offerors interested in receiving these items must:

• Submit documentation that they are interested in taking possession of these items;

• The amount the Offeror is willing to pay for these items (in order to offset costs incurred by the Commonwealth to move these items from previous storage location, which was approximately $1,300.00); and

• State the intended use of these items.

Response Requirement and Deadline

All Offerors interested in responding to this Notice, regardless of prior communications with the

Department, must submit a Response to this posting containing evidence of their qualification and interest, and as stated above, a description of the intended use of these items. Note that an Offeror responding to this Notice must be willing to take all items. Offers to accept part of the palleted items will not be accepted. All required information must be submitted by 5:00 PM ET on

Wednesday, June 24, 2020 via COMMBUYS.

1 The Commonwealth makes no warranties that these component parts when assembled will be considered an emergency ventilator or that any assembled product will assist in providing any life saving measures.

If, after the posting deadline has passed, interest is generated by this Notice, the Department will review all Responses and will determine whether it will: (i) withdraw the notice and not accept the

Offeror’s offer (and cancel the Notice of Intent) or (ii) accept the offer from the Offeror.

Attachment A – Description of Surplus Parts

There is a total of 10X standard size pallets (40”x 48” x 6ft) containing the parts used to build the Rise ventilator. All of the sheet metal parts and sub-assemblies are very specific to the Rise ventilator design, below are some of the components that may have alternative uses:

1. Motors: Hybrid Stepper Motors, NEMA 23 frame size; LIN Engineering P/N: 5718L-

01P-50R0 - This type of stepper motor can be used for precise positioning, applications such as hard disk drives, robotics, antennas, telescopes, fluid pumps, medical machines, consumer products, 3d printers and automation systems to name a few. Stepper motors cannot run at high speeds, but have a high holding torque

2. Timing Belt Pulleys and Belts: We used two different sizes of timing belt pulleys for the

Rise ventilator project; 1) 14XL037-6FA3 with ¼” aluminum bore (14 teeth, 0.375” belt size) and 2) 60XL037-6WA5 modified ½” bore (60 teeth. 0.375” belt size). Timing belts and pulleys can be used in a variety of applications and machines. The two main reasons to use a timing belt and pulley system are for power transmission in which a motor drives the pulley system or conveyance in which parts are moved along and/or with the belt. Applications are similar to stepper motor above.

3. Consumables; Ambu bags and flow sensors: Ambu bags and flow sensors are specially used on medical ventilators, but this type of flow sensor could be used on other applications where there is a need to measure air flow accurately and inexpensively. This type of sensor does require a differential and gauge pressure transducer.

Please find below a quick description and picture of the content of each shrink-wrapped pallet.

1. Sheet metal brackets: Bottom shell and Rear shell

2. Sheet metal brackets: Top Shell ASM

3. Sheet metal brackets: Top Shell ASM

4. Sheet metal brackets: Right and Left Side Shell ASM,

5. Sheet metal Assemblies: Wobbler ASM, Base ASM and Arch ASM

6. Sheet metal Assemblies: Arch ASM and Motor Bracket

7. Individual loose parts: 3d printed wobblers, wish bone brackets, pulleys, turtles, rivet pivot, bushings, Rear PCB ASM, cables, Main PCB ASM, fixtures, and hardware.

8. Medical Consumables: AMBU SPUR II Adult Resuscitator Bags and Accutach Flow

Sensor

9. Hybrid Stepper Motors, NEMA 23 frame size

a. LIN Engineering P/N: 5718L-01P-50R0

10. Miscellaneous Rise Ventilator Prototypes; V4 versions
