About this file

This is Amendment No. 2 to a Request for Pre-Qualification (RFPQ) issued by the District of Columbia Courts Administrative Services Division, Procurement and Contracts Branch. The amendment modifies RFPQ No. DCSC-26-RFPQ-1, which establishes a roster of pre-qualified research entities for the Superior Court Division (SMD). The amendment was issued on September 22, 2026, and is effective immediately. All terms and conditions remain unchanged except as noted in the amendment.

The proposal submission deadline is no later than 1:00 P.M. EST on September 30, 2026, with statements of qualifications required to be submitted by email only. Offerors must acknowledge receipt of Amendment No. 2 by signing and attaching a signed copy to their submission; failure to do so may result in rejection of the proposal. The amendment introduces Item No. 1, which attaches a Questions & Answers Spreadsheet as Appendix A. This appendsheet addresses two key questions: (1) confirmation that the District of Columbia Courts welcomes responses from a single principal investigator operating as a District-based LLC, and (2) clarification that the Courts welcome responses from individuals with research experience across various topic areas, not limited to criminal justice or court-specific research. Item No. 2 confirms all other terms and conditions remain unchanged. The contracting officer is Darlene D. Reynolds, CPPB, GWCCM, Procurement and Contracts Branch Manager.

No. OFFEROR QUESTION D.C. COURTS RESPONSE

Offeror form. Can a District-based LLC submit as the Offeror with a single principal investigator, or does the Courts expect a research organization with multiple staff and existing IRB infrastructure?

The District of Columbia Courts (“Courts” or “DCC”) welcomes responses from a single principal investigator.

Key-personnel standard. Section B allows a master’s degree when the person has an extensive record of large-scale independent empirical research. Does applied quantitative work on government and regulated-industry systems (evaluation, statistical modeling, operational research) count toward that standard, or is the

Courts looking specifically for criminal-justice / court-research publications and

IRB experience on this roster?

DCC welcomes responses from individuals with research experience across topic areas.
