Description
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.
2. This solicitation, HS002122R0021 - CTS, is a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-067 dated August 10, 2022.
The associated North American Industrial Classification System (NAICS) code for this procurement is 611710, Educational Support Services.
3. The Government intends to award a single firm-fixed-price contract, on a lowest price technically acceptable (LPTA) basis, for Commercial Testing Services in accordance with the salient characteristics listed below.
4. The anticipated period of performance is September 30, 2022-September 29, 2027, which includes one 12-month Base Period and four 12-month Option Periods. Acceptance and delivery will be free on board (FOB) destination. An extension of up to six additional months is possible in accordance with (IAW) FAR 52.217-8, which is incorporated by full text.

Candidate Management System and Assessment Administration
Part 1 General Information
1. General: This is a non-personal services contract to provide life cycle candidate management and Assessment administration services to support the SPēD Program. The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform Assessment administration, digital credential issuance, and life cycle candidate management services and support as defined in this Performance Work Statement except for those items specified as Government furnished property and services.
The Contractor shall perform to the standards in this contract.
1.2. Background: The DCSA Director is the Defense Intelligence Enterprise Manager (DIEM) for professionalizing the Department of Defense (DoD) security workforce through the nationally accredited SPēD Program. The DoD SPēD Program Management Office (PMO) manages the program, which currently includes six certifications and three specialty credentials, with the potential for future certifications and credentials based on community direction and program requirements. The program is executed as a part of security workforce development in accordance with (IAW) Executive Order 13434, National Security Professional Development, and by Congressional Mandate.
Certification measures a security professional’s mastery of knowledge, skills, and abilities for a position using a common set of standards. Certification also facilitates a seamless transfer and interoperability of security professionals across the DoD workforce.
1.3. Objectives: The basic service objective is to provide life cycle candidate management, Assessment administration, digital credentialing services and support as specified in the PWS.
1.4. Scope: The scope of this effort is to provide candidate management and Assessment services as outlined in the PWS. Services include candidate management system support, Assessment administration, digital badging, technical support, and program management. The Contractor shall accomplish role-based access, data storage, data reporting, system interface capabilities, data transfer services, customer service, digital badging system administration, Assessment center management and administration, Assessment proctoring, reasonable accommodations, program management, and training DCSA staff on all systems and tools.
1.5. Period of Performance: The period of performance shall be for one-year base period plus four one-year option periods.
1.6 Performance Evaluations in Contractor Performance Assessment Reporting System (CPARS):
1.6.1. Performance Evaluation: Continual monitoring of performance is one critical element to the success of the contract. Performance evaluation reports shall be prepared at the time of final acceptance of work, termination, annually, or at other times, as appropriate. Performance evaluations are conducted in CPARS at www.cpars.gov by focusing on elements of quality control effectiveness of management, timely performance, and compliance with safety standards. The Contractor shall comply with CPARS reporting requirements and maintain an updated point of contact (POC) for report processing, as well as notify the KO and COR if the POC changes within five business days.
1.6.2. Less than Satisfactory Performance: If the COR concludes that a Contractor’s overall performance is less than satisfactory, the Contractor shall be advised in writing. Contractors taking exception to the evaluation ratings are encouraged to submit comments in writing within CPARS. If the Contractor submits written comments, the COR shall include them in the report, resolve any alleged factual discrepancies, and make appropriate changes to the report. If the Contractor’s performance is found to be less than satisfactory, actions may warrant the Government to make new arrangements with different suppliers and/or modify existing arrangements.
1.6.3 Subcontractors: The prime Contractor is responsible for the management, performance, and monitoring of all subcontractors who are working on this contract. If a subcontractor’s performance is less than satisfactory, the Government expects the prime Contractor to take effective actions to correct less than satisfactory performance.
Less than satisfactory performance by a subcontractor may reflect adversely on the Contractor’s performance evaluation within the CPARS system.
1.7. General Information:
1.7.1. Quality Control (CDRL A00001): The Contractor shall develop and maintain an effective quality control program, including a Quality Control Plan (QCP), to ensure services are performed in accordance with this performance work statement. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The QCP is to be delivered within 30 days after contract award. Three copies of a comprehensive written QCP shall be submitted to the Contracting Officer and Contracting Officer’s Representative within five working days when changes are made thereafter. After acceptance of the quality control plan the Contractor shall receive the Contracting Officer (KO)’s acceptance in writing of any proposed change to his quality control system.
1.7.2. Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.7.3. On-Site Working Conditions, Holidays and Other Closures:
1.7.3.1. DCSA facilities are smoking restricted workplaces. Due to the nature of the work, facilities, and requirements, Contractor staff may only smoke outside in designated smoking areas.
1.7.3.2. The Government expects the Contractor will establish normal operating hours under this contract between 8:00 a.m. to 4:30 p.m. Eastern Time (ET) Monday through Friday. The Contractor’s Program Manager (PM) and the Governments Contracting Officer’s Representative (COR) shall consult and coordinate on any proposed alternate work schedules that may be arranged depending on the operational tempo/needs of the mission. The Contractor at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the below reasons. When hiring personnel, the Contractor shall keep in mind the stability and continuity of the workforce are essential.
1.7.3.3. Government personnel observe the following days as holidays and the Government facilities will be closed and unavailable to Contractor personnel on the following days:

*If the date falls on a Saturday, the Government holiday is the preceding Friday. If the date falls on a Sunday, the Government holiday is the following Monday.
1.7.3.4. In addition to the days designated as holidays, the Government observes the following days:
• Any other day designated by Federal Statute
• Any other day designated by Executive Order
• Any other day designated by the President’s Proclamation
1.7.3.5. It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation except as set forth within the contract. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.
1.7.3.6. When the Federal, State, Local or other Governmental entity grants excused absence to its employees, assigned Contractor personnel may also be dismissed. The Contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and must be guided by the instructions issued by the KO or
COR.
1.7.3.7. If Government personnel are unavailable due to furlough or any other reason, the Contractor must contact the KO or the COR to receive direction. It is the Government's decision as to whether the contract price/cost will be affected. Generally, the following situations apply:
1.7.3.7.1. Contractor personnel who are able to continue contract performance (either on-site or at a site other than their normal workstation), must continue to work and the contract price shall not be reduced or increased.
1.7.3.7.2. Contractor personnel who are not able to continue contract performance (e.g., support functions) may be asked to cease their work effort. This may result in a reduction to the contract.
1.7.3.8. It is understood and agreed between the Government and the Contractor that in the event Contractor personnel wish to attend DCSA social events, such as the annual picnic, holiday parties, etc., they must co- ordinate their work schedules with the COR and obtain approval of their company’s supervisor prior to the event. The Government is not responsible for reimbursing any expenses to the Contractor for attending any DCSA social event.
1.7.4. Hours of Operation: The Contractor is responsible for conducting business, between the hours of 8:00 a.m. to 4:30 p.m. ET Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.7.5. Place of Performance: The work to be performed under this contract will be performed at Contractor sites nationwide, including military installations CONUS and OCONUS. Periodic meetings may be required virtually.
1.7.6. Type of Contract: The Government will award a Firm-Fixed-Price.
1.7.7.1 Security Requirements: Contractor personnel performing work under this contract do not require a personnel security clearance/eligibility (PCL) at time of the proposal submission. However, within 30 days of notification of contract award, Contractor personnel are required to possess favorable suitability determination based on an in-scope Tier 4 (T4) background investigation.
1.7.7.2. Logistical Security Requirements: The Contractor’s survey tool must be offered through a Cloud Service Provider (CSP) that is DoD Federal Risk and Authorization Management Program (FedRAMP) approved Software as a Service (SaaS) CSP authorized at DoD Impact Level 4 in order to process controlled unclassified information. The approved software must be on the DoD Approved Products List. The Contractor shall maintain compliance with applicable privacy laws and DoD Security Requirement Guides and Federal, DoD Guidance, or other executive policies proscribed by DoD OCIO https://dodcio.defense.gov/DoD-Web-Policy/. The Contractor shall also adhere to Cloud Service Offerings (CSO) DoD Impact Level Provisional Authorization that is compliant for the protection of CUI moderate level content.
1.7.7.3. Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use.
1.7.8. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR subpart 42.5. The KO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the KO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.7.9. Contracting Officer’s Representative: The COR will be identified by a separate, appointment letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.7.10. Contract Management: The Contractor shall provide a Technical Program Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the KO. The Program Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.
1.7.11. Reserved
1.7.12. Identification of Contractor Employees: In accordance with Homeland Security Presidential Directive-12 (HSPD-12), when contractor personnel perform the services required in this contract on a Government installation, they are required to possess and wear an identification badge that displays his or her name and his or her “contractor” status. The contractor shall ensure that contractor personnel identify themselves as contractors when attending meetings, answering Government telephones, providing any type of written correspondence, or working in situations where their actions could be construed as official Government acts. All documents or reports produced by contractors are to be suitably marked as contractor-produced products or that contractor participation is appropriately disclosed.
While performing in a contractor capacity, contractor personnel shall refrain from using their retired or reserve component military rank or title in all written and verbal communications.
1.7.13. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform https://dodcio.defense.gov/DOD-Web-Policy/ evaluation services which may create a current or subsequent Organizational Conflict of Interest (OCI) as defined in FAR subpart 9.5. The Contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.7.14. Phase-In/Phase-Out Period (CDRL A00003): The Contractor shall submit a Phase-In Plan two weeks after award date.
The Phase-In Transition Plan shall include:
• Submit request for physical and network access at the performance location
• Submit requests for security clearance documentation and other items requiring responses from the
Government
• Establish procedures with the predecessor to ensure transition of provided services without any degradation of service

Phase-Out Transition Plan:
• The Contractor shall develop and maintain a Phase-Out Transition Plan to be delivered no later than 90 days prior to completion of the base period of performance.
• Annually an updated plan is to be provided, no more than 90 days prior to the end of each option period.
• The Contractor shall provide a seamless transition to the incoming Contractor/Government personnel.
• The Contractor shall coordinate with the incoming Contractor/Government personnel to transfer knowledge regarding DCSA's relative projects.
• The Government within 15 days of receipt of the Phase-Out Transition Plan shall provide the Phase-Out
Transition approval/disapproval and any comments.
The Phase-Out Transition Plan shall include:
• Project and program management processes
• Points of contact
• Location of technical, program, and project management documentation and any other artifacts
• Status of ongoing technical initiatives/projects
• Appropriate Contractor-to-Contractor coordination to ensure a seamless transition
• Identify schedules and milestones of all projects
• Identify actions required of the Government
• Establish and maintain effective communication with the incoming contractor/Government personnel for the period of the transition via weekly status meetings
• Final invoice with attachment showing full and final accounting for all obligations received Unliquidated
Obligations (ULO) and certification that ULOs can be deobligated.
• Migration and transfer of all certification and credential data, to include candidate demographics, digital credentials and Assessment data.
• Migration and transfer of all legacy data.
1.7.15. Less than Satisfactory Performance: If the COR concludes that a Contractor’s overall performance is less than satisfactory, the Contractor shall be advised in writing. Contractors taking exception to the evaluation ratings are encouraged to submit comments in writing within CPARS. If the Contractor submits written comments, the COR shall include them in the report, resolve any alleged factual discrepancies, and make appropriate changes to the report. If the Contractor’s performance is found to be less than satisfactory, actions may warrant the Government to make new arrangements with different suppliers and/or modify existing arrangements.
1.7.16. Subcontractors: The prime Contractor is responsible for the management, performance, and monitoring of all subcontractors who are working on this contract. If a subcontractor’s performance is less than satisfactory, the Government expects the prime Contractor to take effective actions to correct less than satisfactory performance. Less than satisfactory performance by a subcontractor may reflect adversely on the Contractor’s performance evaluation within the CPARS system.
Part 2 Definitions and Acronyms
2. Definitions and Acronyms:
2.1. Definitions:
2.1.1. Contractor. An offeror, supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3. Contracting Officer’s Representative. An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.7. Local Travel. Local travel, including to and from DCSA headquarters and in the surrounding metropolitan DC area (as defined by DoD Instruction (DoDI) 4515.14, June 28, 2013) and travel between DCSA field offices within the same city, performed during the course of performance is considered the cost of doing business and is not reimbursed.
2.1.8. Physical Security. Actions that prevent the loss or damage of Government property.
2.1.9. Quality Assurance. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.10. Quality Assurance Surveillance Plan. An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
2.1.11. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.12. Subcontractor. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the Subcontractor.
2.1.13. Vendor. A supplier or vendor awarded a contract to provide specific supplies or service to the Government.

3. Government Furnished Items and Services:
3.1. Services: The Government will provide access to personnel necessary to satisfy the terms of the contract.

Contractor Furnished Items and Services
4. Contractor Furnished Items and Responsibilities:
4.1. General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this performance work statement.
4.1.2 As outlined in PWS 1.7.7.1, The Contractor’s survey tool must be offered through a Cloud Service Provider (CSP) that is DoD Federal Risk and Authorization Management Program (FedRAMP) approved Software as a Service (SaaS) CSP authorized at DoD Impact Level 4 in order to process controlled unclassified information. The approved software must be on the DoD Approved Products List.
4.2. Materials: The Contractor shall furnish materials, supplies, facilities, and equipment necessary to meet the requirements under this performance work statement. The Contractor will also provide assistance and provide guidance in the creation of Standard Operating Procedures (SOPs), policies, guides, templates, and handbooks to assist with the requirements outlined in this PWS.
4.3. Equipment: The Contractor shall provide all equipment necessary to meet the requirements under this performance work statement.
Part 5
Specific Tasks
5. Specific Tasks:
5.1. Basic Services: The Contractor shall provide support services to execute the following tasks:
The Contractor shall provide a platform that provides candidate management, data storage and reporting, system interface capability, digital badging, data transferring, Assessment administration, remote proctoring, and web monitoring.
5.1.1. The Contractor shall manage and maintain a platform that:
• Support the full lifecycle of attaining and maintaining a SPēD certification or credential.
• Maintain an electronic database.
• Manage all certification and credential account activities.
• Manage and maintain digital badging.
• Provide web monitoring service to analyze the potential likelihood of exposures, breaches, intellectual property theft, and other suspicious internet activity that may be of concern to SPēD certification assessments and accreditation standards.
• Facilitate the transfer of data files
• Facilitate Assessment administration data
• Provide updates to the candidate certification and credential records.
• Provide a dedicated customer service center to assist candidates with password resets, account issues, system errors, assessment scheduling and rescheduling, and answering frequently asked questions available Monday-Friday, 0800-1630 EST.
• Manage the functions of daily CMS program administration.
5.1.2. The platform shall be a web-based or cloud-based application designed to securely manage, track, and store all SPēD certification activities. The platform must include:
• Candidate demographic information (first name, last name, DoD ID number, address, phone number, email address, Government status, job series, rank, grade, owning organization).
• Obtain and maintain certifications/credentials
• Maintenance and renewal activities
• Digital badging information and issuance
• Free and for purchase option to print certification and credential certificates
• Provide a login in page for all user roles, which includes DCSA terms of use and retention agreements, password reset, and two-factor authentication.
• Landing page for candidate demographic information, profile management, certification and credential status review, certification renewal, certification assessment registration and scheduling.
• DCSA certification renewal auditing capability
• Certification, credential, and Assessment administration data reporting capabilities,
• Assessment scheduling, rescheduling, and cancellation capabilities for candidates and administrators.
• Auto-renewal and manual certification renewal completion capabilities based on certification renewal guidelines.
• Interact directly to candidates in the form of a Government approved series of event-based emails to keep candidates informed of their program status.
• Real-time transaction refresh capability, provide tracking and status of all candidate profile and certification transactions.
• Facilitate Assessment registration and enable certification maintenance activities.
• Automated capability to receive and distribute transferred data files, digital credentials, and update candidate records in the system.
• Verification functionality to validate candidate information at least every 365 days.
• Support Microsoft Edge, Mozilla Firefox, Apple Safari, and Google Chrome browsers.
• Input international addresses and telephone numbers, as many candidates reside outside the continental
United States.
• Reliable operational system, Sunday through Saturday between 12:00 a.m. and 11:59 p.m. ET, with maintenance outages restricted to Saturdays and Sundays.
• Environment to Assessment program performance and updates.
• Pilot or Sandbox environment which will allow the Government and Contractor to Assessment program performance and updates with no risk to the production environment.
• Improve products and services as required to meet the contract technical requirements.
• Provide role-based access to define permissions and grant access for each user and administrative role. These roles include but are not limited to: individual candidates or user access, CDSE Administrators or Program Managers, CDSE auditors, Component Service Representatives (CSRs) access for each owning organization, and Contractor customer support technicians. The CSR, CDSE Administrator or Program Manager, CDSE auditors shall have reporting access. CSR reporting access shall be specific to their owning organization. The Contractor shall establish initial role-based access for CDSE Administrators, CDSE auditors, and CSRs.
• Manage candidate registration, maintenance, digital badging, reporting, and renewal activities.
• Provide candidate access to SPēD candidates that require access to create an account, schedule and reschedule assessments, view and download assessment results (to include specific areas of strengths and weaknesses), view certification status, submit reasonable accommodations request, and conduct certification renewal/maintenance activities, such as uploading Professional Development Units (PDUs) for certification renewal. Candidates must have the ability to initiate forms for renewal, appeals, and waiver activities as well as upload/attach documentation to their profile.
• CDSE Program Managers or assigned System Administrators role based access. The CDSE Program Manager or assigned System Administrator require access to all candidate and administrator certification activities and functions, as well as, CMS modifications and updates to include view and analyze Assessment results, manage assessment item information, review and audit candidate certification renewal activities, manage candidate accounts, access to additional CMS functions and capabilities, create user role-based access accounts, data reporting for all candidates and owning organizations, and approve candidate assessment requests. Program Managers and Administrators shall have the capability to set and adjust the percentage of total candidate records to audit renewal documentation. Program Managers and System Administrators shall be able to set date ranges for auditing candidate records.
• CDSE Auditor role based access. CDSE Auditors require access to all candidate certification activities.
CDSE Auditors also require access to manage all Component Service Representative CSR activities. CDSE Auditors require access to review and audit candidate certification renewal activities manage candidate accounts, view candidate provided documentation, create role-based access for candidates and CSRs, data reporting for all candidates and owning organizations, and approve candidate assessment requests.
• Component Service Representative (CSR) role based access. CSRs are individuals identified by CDSE, with access to view and manage only candidates assigned to their organizations. CSRs require access to view and manage candidate demographic information, approve or deny candidate assessment requests, view candidate provided documentation, solicit data reporting for candidate certification and Assessment administration, and have the ability to submit incident or trouble tickets on the candidate’s behalf. CSRs will be granted access by the Government to view reports only for their owning organization.
• Data Storage. The CMS shall have the capacity to store all active and inactive candidate information. Data transferred to storage should have assessment item-level data (e.g., assessments delivered, records created, accounts deleted). Data should contain all records pertaining to the SPēD Certification Program, (e.g., candidate information, certification and credential, Assessment administration).
• Storage capacity shall include standard SPēD certification and credential documents, such as authorization to Assessment, reasonable accommodations, assessment request verification, appeals and waivers verification, renewal form verification documents, candidate provided documentation, and images used for all templates and forms.
• CMS storage must be capable of storing all relevant candidate and certification/credential data, graphics, and documents for a minimum of 10 years, in accordance with DCSA Manual (DCSAM) 00-04 V2, “10- Year Storage Requirements.”
• Data backup shall include all certification assessments, candidate assessment results, certification status, and all other candidate record information.
• In an event affecting candidate data, certification assessments, or information deemed to be PII, Controlled Unclassified Information (CUI), the Contractor shall provide a Service Level Agreement (SLA) to provide a resolution in 72 hours if 100 or fewer users are impacted, and 48 hours if 101 or more users are impacted.
The report will be submitted in a Contractor and Government approved format.
• Ability to log in to the Contractor CMS and obtain electronic reports on all candidate, certification, digital badging activities and functions through a hypertext transfer protocol secure (HTTPS)/Secure Sockets Layer (SSL) connection.
• Reporting availability for CDSE and CSRs to access Sunday through Saturday, between 12:00 a.m. and 11:59 p.m. ET, with maintenance outages restricted to Saturdays and Sundays.
• Digital credentialing capabilities for the secure display of learning, certification, and credential accomplishments online.
• CDSE and CSR role based access to generate reports across all data collected during registration, scheduling, Assessment, digital credentialing issuance, and certification maintenance/renewal process.
• Data reporting to securely manage, track, and store all SPēD certification activities. Data reporting role based access for Component Service Representatives, CDSE Administrator or Program Manager, and CDSE auditors. System and Assessment administration reporting is pivotal aspect to evaluate program performance.
• System Interface Capability: The CMS shall have the flexibility to change over time as web data interfaces mature and require updates and upgrades. Currently, data exchange does not require the Contractors CMS to interface directly with the CDSE LMS. Contingent upon the approval of the DCSA Office of the CIO, the Contractors CMS shall have the capability to interface with CDSE’s current LMS to securely transfer candidate certification data files.5.1.3. Data reports. CDSE requires the capability to generate reports with customizable fields and filters across registration, scheduling, Assessment, and certification maintenance/renewal processes.
• All reports shall have the capability to customize data fields and date ranges to include by not limited to:
candidate first name, candidate last name, email address, phone number, user identification number, owning organization, job series, DoD ID, Government status, state, country, date, month, year, quarter, mean assessment score, assessment scheduled, assessment canceled, assessment, rescheduled, assessment no-show, assessment pass, assessment fail, assessment delivered, assessment failed percentage, assessment passed percentage, average exam item incorrect, average exam item skipped, certification program, credential program, assessment center, professional development units earned, assessment item score, assessment item response, assessment time, certification assessment, credential assessment, expiration, renewal, active, inactive, conferral, professional development categories submitted, renewal forms approved, renewal forms denied, renewal forms submitted, digital credentials issued, digital credential accepted, digital credential revoked, certified, active account, inactive account, assessment retakes, assessment location, survey question, NDA response, assessment item response, certification renewal activities, assessment administration response, and assessment attempts.
• Contractor shall provide the capability for CDSE and CSR users to generate reports across all data collected during registration, scheduling, Assessment, and certification maintenance/renewal processes when a candidate takes action in a contractor-provided system or tool.
• Each role based access shall be able to generate customizable reports.
• Component Service representatives shall be able to generate reports only for their owning organization.
• (A00017) The Contractor shall provide an attachment to the Monthly Status Report (MSR) including metrics on data usage and CMS incident ticket application metrics. The report will be submitted in a Contractor and Government-approved format.
