About this file

This is a Request for Information (RFI) issued by the Defense Counterintelligence and Security Agency (DCSA) for human psychophysiological and behavioral measurement systems. The RFI is for information and planning purposes only and does not constitute a binding commitment to contract or award. DCSA seeks vendor responses regarding the delivery of two (2) integrated measurement suites, each containing eye tracking systems (Gazepoint GP3 or similar with 60–1,200+ Hz sampling rate and <0.05–0.5° spatial accuracy), galvanic skin response sensors (0.05–100 μS range, 10–50 Hz sampling), electroencephalography equipment (500–1,000 Hz sampling with active electrodes), electrocardiography and electromyography capability (heart rate and variability measurement), mixed reality headsets with comparable features to Varjo XR-4 TAA Secure including 200 Hz eye tracking, and integrated research software with BIOPAC system integration and technical support. All hardware and software must be TAA compliant and suitable for secure Department of Defense environments.

Vendors must respond to eleven specific questions addressing hardware availability within a 30–90 day delivery timeframe, software integration capabilities for real-time multi-sensor data synchronization, TAA compliance and security configurations, calibration procedures and specialized tools, technical support levels and warranty terms, past performance on DoD and federal projects, successful integration examples with specified equipment, itemized pricing for two complete suites, identification of hidden costs including shipping to Cayce, South Carolina and recurring licensing fees, pricing validity duration, and NACIS coding. Responses must be submitted as PDF files not exceeding 10 pages with 12-point minimum font by Friday June 16, 2026 at 5:00 p.m. Eastern Time to grant.d.reeves3.civ@mail.mil with subject line "Human Factors Research Lab – RFI Response." Respondents must include company name, point of contact information, CAGE code, and DUNS number, and should identify proprietary information clearly. No payment will be provided for RFI responses, no contract award is intended, and non-response does not preclude participation in future solicitations.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

This RFI is issued solely for information and planning purposes; it does not constitute a Request For Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ.

Those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt – IF a request for an acknowledgement is requested by the submitter.

This RFI does not commit the Government to contract for any supply or service. The Defense Counterintelligence Security Agency (DCSA) is not currently seeking proposals.

Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ.

It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI. All submissions become the property of the Federal Government and will not be returned.

PURPOSE OF THIS RFI

The information provided may be used by DCSA in developing its acquisition strategy and statement of work/statement of objectives and performance specifications.

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their responses.

The Government does not intend to award a contract based on this RFI.

The purpose of publicizing notices for potential actions is to increase competition, to broaden industry participation in meeting Government requirements, and to assist small businesses, in general, in obtaining contracts and subcontracts.

DESCRIPTION OF TASKS

The Government requires the delivery of two (2) new human psychophysiological and behavioral measurement suites. Each suite must contain the specified or similar capability hardware, sensors, associated research software, integration of BIOPAC systems, and support services.

The mandatory components for each of the two (2) suites are detailed in the table below:

Item Component Description Specifications

1 Eye Tracking System Sampling rate of 60-1,200+ Hz, Spatial Accuracy < 0.05-0.5°, IR/NIR illumination

2 Galvanic Skin Response (GSR) Range 0.05 μS to 100 μS, Constant 0.5 V DC, Sampling Rate of 10-50Hz, integration of BIOPAC systems

3 Electroencephalography (EEG) Sampling Rate 500-100Hz, Active Electrodes

Electrocardiography (ECG) & Electromyography (EMG)

Heart Rate, Heat Rate Variability, integration of BIOPAC systems

5 Mixed Reality (MR) Headset Similar capabilities to Varjo XR-4 TAA Secure non-RF passthrough, including 200Hz eye tracking and controllers

6 Software & Support Associated research software and technical support integration

RESPONSES REQUESTED FOR THE FOLLOWING QUESTIONS

No. Question

Category Vendor Response Question

1 Hardware Availability

Can your organization provide the exact, or similar, hardware models specified (Gazepoint GP3, Shimmer3 GSR/ECG/EMG, Enbio32 EEG, and Varjo XR-4 TAA Secure) within the required 30–90 day delivery timeframe?

2 Software Integration

Describe how the provided research software integrates the real-time data streams from all sensor nodes (Eye Tracking, GSR, EEG, ECG, EMG, and VR/MR) into a single synchronized timeline.

3 Security & TAA Compliance

Confirm that all hardware/software provided is TAA compliant. Please detail any security configurations or firmware limitations relevant to operations in secure DoD environments.

4 Calibration & Setup

What specialized calibration procedures, software tools, or hardware mounts are required to ensure the provided hardware/software operates accurately within the various testing environments?

5 Technical Support

What levels of technical support, software updates, and hardware warranties are included with the suite, and what is the standard resolution time for critical hardware/software faults?

6 Past Performance (DoD/Gov)

Have you previously delivered integrated psychophysiological measurement systems or similar research suites to the Department of Defense or other Federal Government agencies? If so, please provide a brief summary (e.g., agency, scope, year).

7 Past Performance (Integration)

Can you provide examples of your successful integration of the psychophysiological/behavioral software suite with the specific/similar hardware requested (i.e. Varjo, Shimmer3, Enbio32, Gazepoint) in a comparable research or military testing environment?

8 Pricing (Itemized)

Please provide an itemized Rough Order of Magnitude (ROM) or estimated pricing breakdown for each hardware component, software license, and technical support package for the two (2) required suites.
