About this file

This is an evaluation criteria document for the Massachusetts Department of Conservation and Recreation (DCR) regarding solicitation DCR 997 for a custom fabricated aluminum boat. The procurement seeks a single custom-built aluminum boat to be designed and fabricated to DCR specifications. The document establishes the framework for evaluating competitive bids submitted in response to this solicitation, outlining the methodology by which proposals will be assessed and ranked to determine contract award.

The evaluation criteria emphasize multiple factors in the selection process, including technical specifications and design quality, manufacturing capability and experience, price competitiveness, delivery timeline and project schedule, warranty and support provisions, and the bidder's qualifications and references. Proposals are evaluated on a weighted scoring system that balances cost considerations against non-cost factors such as craftsmanship, adherence to specifications, and the vendor's ability to meet DCR's operational requirements. The evaluation process allows DCR to select the proposal offering the best overall value rather than automatically awarding to the lowest-priced submission, ensuring that the custom boat meets the agency's functional and quality standards while maintaining fiscal responsibility.
