About this file

This is an evaluation criteria document for a Campground Firewood, Kindling, and Firewood Packaging solicitation issued by the Massachusetts Department of Conservation and Resources (DCR), with COMMBUYS Bid Number BD-26-1020-DCRCU-DC250-129213. The solicitation seeks vendors to supply firewood, kindling, and firewood packaging to DCR campgrounds statewide. All firewood must be heat-treated to comply with current state and federal regulations for forest pests and diseases, with required documentation for bid evaluation. Hardwood only is acceptable for firewood (oak, beech, ash, maple, cherry, birch), explicitly excluding softwoods and low-density hardwoods such as pine, hemlock, butternut, basswood, cottonwood, and poplar. Delivery to multiple DCR campgrounds is required, with orders delivered on pallets that vendors must unload and position at grade per park supervisor direction. Vendors must remove empty pallets and are prohibited from establishing minimum order size requirements.

Price carries significant weight in the evaluation process and will be a primary scoring factor. All bidders must submit a Supplier Diversity Plan, which comprises at least 25 percent of the total available evaluation points for this solicitation. All potential bidders must be registered with the Massachusetts Department of Revenue and meet state business requirements, including registration with the Massachusetts Secretary of State's Corporations department. Only responsive proposals meeting all submission requirements and submitted through COMMBUYS will be evaluated. The evaluation team reserves discretionary authority to determine whether non-compliance with mandatory specifications is insignificant or easily correctable.
