About this file

This is an Environmental Practices Form (DCR 991) issued by the Massachusetts Department of Conservation and Resources as part of a Digital Parking Payment & Enforcement Services solicitation. The form serves as an evaluation tool within the request for response (RFR) process, allowing bidders to document existing sustainability initiatives and environmental business practices that demonstrate a commitment to reducing environmental impact and public health risks. The Commonwealth incorporates these environmental practices into the "best value" procurement evaluation criteria, with bidders eligible to receive additional evaluation points for documented environmental initiatives. Bidders must provide substantiating documentation for all claims, with references to supporting materials, attached documents, or URLs required in the submission.

The form encompasses multiple categories of environmental practices, including corporate sustainability policies, facility operations improvements, packaging initiatives, staff training and customer education on environmentally preferable products or services, and relevant industry certifications. Specific evaluation areas include the adoption of sustainability reports with measurable accomplishments, targets for reducing energy and water consumption, decarbonization commitments, greenhouse gas emissions reporting, use of remanufactured materials, Energy Star and EPEAT certified equipment, LEED or green building certifications, recycling programs, third-party energy audits, and certifications such as ISO 14000 environmental management systems, Massachusetts Sustainable Business Leader designation, or B Corporation status. Bidders must respond to all applicable questions, indicating "none" if no practices exist in a particular category or "N/A" if the category is not applicable to their operations.
