About this file

This is an evaluation criteria document for a Request for Response (RFR) issued by the Massachusetts Department of Conservation and Recreation (DCR) for animal feed, supplies, and equipment through the COMMBUYS procurement system (Bid Number BD-26-1020-DCRCU-DC250-126009, Agency Document Number DCR 989). All potential bidders must be registered with the Massachusetts Department of Revenue and the Secretary of State's Corporations department to conduct business in the Commonwealth. Only responsive proposals that meet all submission requirements and are submitted via COMMBUYS will be evaluated, scored, and ranked by the evaluation team. Bid sections containing mandatory language such as "must," "shall," "will," and "required" are non-negotiable, and failure to meet mandatory specifications without providing an acceptable alternative may result in bidder disqualification.

The evaluation process will emphasize pricing as a significant weighting factor, with specific consideration given to the following components: pricing structure, volume purchase discounts, prompt pay discounts, warranty terms, environmentally preferable products (EPP), and business references. The evaluation team reserves the right to determine whether non-compliance with a mandatory specification is insignificant or easily correctable. Additional information may be requested via email during the evaluation process to clarify proposal submissions.
