Statement of Work

Social and Behavior Change Technical Expert Human and Community Development Practice Group

A. Overview

MCC’s mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC’s partner countries enter into a five-year agreement (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives. Our model is defined by core principles, of selectivity, country ownership, transparency, and a focus on results.

The department of Compact Operations (DCO) is responsible for developing and implementing MCC’s compact programs. The department ensures that MCC compacts are designed and implemented in compliance with agency standards for procurement, financial management, environmental and social performance, and gender integration and social inclusion.

Within DCO, the Sector Operations Division is responsible for the development and oversight of MCC’s agriculture, land, human and community development investments, program procurement and financial services, gender integration and social inclusion.

B. Scope

The overall scope of this requirement is to work with the Social and Behavior Change Team under the leadership of the Practice Leader and Senior Director (PLSD) and Senior Operations Advisor (SOA). The HCD PG is part of the Sector Operations Division in the Department of Compact Operations.

C. Country

Morocco, Senegal, Timor Leste, Mongolia, Kosovo, and any eligible country.

D. Tasks and Deliverables

1. The SBC Technical Specialist shall report to the Practice Leader and Senior Director (PLSD) for the Human and Community Development (HCD) Practice Group and the Senior Director overseeing SBC Forward. Duties include:

· Support SBC Forward efforts to integrate SBC more fully into MCC’s model, including: Supporting the ongoing development and implementation of the MCC SBC model and the tools for integration in program design and delivery.

· Supporting the development and use of rigorous evaluations of national, regional, and local institutions, communities, and potential project participants in MCC partner countries.

· Conducting an extensive review of the literature related to the outcomes, impacts, and benefits of SBC as well as lessons learned from SBC project development and implementation; and periodically reviewing new literature to keep current. Supporting the SBC team to use this evidence to build consensus for SBC at MCC and in partner countries. This may include creating summaries of the evidence; writing briefers, talking points or blogs; creating graphics; engaging in conversations speaking at organized events; etc.

2. Provision of expert research, analysis and technical assistance to support integration of SBC as part of activity development and implementation under current and planned MCC compact and threshold programs.

· Conduct research and provide technical assistance to inform activity development in countries where MCC is considering future compacts or threshold programs (investments). Specifically, the research and technical assistance will inform consideration of SBC strategies as part of activity design to ensure the impact of proposed investments. For newly selected countries technical assistance will include root cause analysis, strategy development, and due diligence, including detailed review of deliverables, to ensure the design of activities that are most likely to achieve program outcomes.

· Provide technical assistance for compact or threshold programs approved for implementation. Once MCC approves a program containing SBC interventions or elements, technical assistance will be required to further refine the design of activities, provide quality control, including detailed review of deliverables, in all aspects of selected activities, and inform evaluation proposals and sustainability plans.

· Among the tasks anticipated to be carried out by the consultant in support of activity development and implementation are:

· Analysis of country documents to understand the nature and structure of relevant laws, policies and institutions related to MCC investments, focusing on consideration of human and community development, as well as social and gender inequality. Specifically, the consultant will analyze sectors, sub-sectors and/or issues to understand their relevance to and influence on potential poverty impacts. Information regarding social and behavioral barriers, past or current SBC-related programs or interventions, and organizations focusing on SBC will be of importance. Gather, review and assess data and documents provided by government, USG, bilateral and multilateral organizations, universities, private sector, NGO and CBO actors, groups representing the needs of women and vulnerable people, for social and gender integration.

· Planning and facilitation of meetings and interviews with relevant stakeholders to assess the overall approach to and outcomes of SBC integration across policies and programs in relevant sectors. Specifically, the consultant will set up and conduct telephone and/or in-person interviews and meetings with key experts and in-country representatives (USG, bilateral, multilateral, university, private sector, NGOs, CBOs, community groups, local governance units/groups, women’s groups, and groups representing the needs of other vulnerable groups, potential project participants, and other relevant stakeholders) to provide expert knowledge, context, and supplemental information not available from other sources.

· Development and delivery of capacity building tools and training to orient in-country counterparts to SBC initiatives and develop their understanding of SBC as integral to activity design and implementation. Typically, in-country counterparts include the program development team or implementation unit (e.g., Millennium Challenge Account), government representatives, potential project participants and/or other stakeholders.

3. Other duties as assigned.

E. Period and Place of Performance

All work will be completed between the dates of the award for a two-year period of performance.

The estimated level of effort is estimated at up to 1,545 hours per year with an estimated 6 trips per year. MCC anticipates this level of effort but does not guarantee this level of effort as it may increase or decrease.

The contractor shall work offsite at his/her home office. Periodic trips will be required to MCC’s offices in Washington as approved by the COR. Work will also be performed in the countries to which the incumbent is assigned.

F. Evaluation Criteria

Mandatory:

· Advanced degree, preferably at the doctoral level, in sociology, anthropology, public administration, or other relevant field

· Minimum of 7 years of relevant experience in design and/or implementation of social and behavior change or community development projects, including stakeholder engagement, research, program design and technical oversight

· Knowledge of best practices in field of social and behavior change, user experience and/or participatory development, including practical application and/or training in international or multicultural contexts

· Experience designing and implementing SBC activities relating to one or more of the following areas: community development, gender and social integration, WASH (Water, Sanitation, and Hygiene), health

· Demonstrated project management skills and experience in multiple international contexts

· Excellent interpersonal skills, specifically demonstrated ability to work with and lead cross-cultural and multidisciplinary teams

· Strong written and oral communication skills, including fluency in English

· Ability to travel to developing countries several times per year

Preferred:

· Familiarity with and understanding of USG systems, policies, and procedures related to program design and implementation (MCC-related experience preferred)

· Professional proficiency in French (i.e., ability to participate fully in advanced discussions on a wide range of topics, including technical elements of project design and implementation).

G. Subcontracting

The consultant is authorized to subcontract data collection, environmental and social analysis, translation services, and related services. The overall costs for subcontracting shall not exceed 25% of the consultant’s total negotiated unloaded direct labor cost. All subcontracts will be contingent on MCC’s approval.

H. Time and Reporting

All formal communication with MCC, including reports, will be submitted to the Contracting Officer Technical Representative (COR), Program Monitor (PM), and other designated MCC personnel. The COR/PM for this requirement will be identified via separate correspondence.

The COR/PM will have technical responsibility for monitoring the contractor’s performance. The COR/PM will review and evaluate the contractor’s performance and also will coordinate any communications with relevant counterparts and other donor agencies and organizations.

Any changes in the terms of the ToR will be made in writing and approved by the Contracting Officer. No representation of the COR/PM shall serve as a basis for an alteration in the general scope of this ToR or of the terms and conditions of the ToR unless confirmed in writing by the Contracting Officer. The contractor must communicate with the Contracting Officer on all matters that pertain to the Contract terms. Proceeding with the work without proper contractual coverage could result in nonpayment for that work.

I. Conflict of Interest

The Consultant will be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCAs accountable entity or using funds advanced under a Compact in the relevant country.
