STATEMENT OF WORK

Country Program Coordinator for Côte d’Ivoire

A. Introduction

MCC is a U.S. Government corporation whose mission is to reduce poverty through economic growth. MCC’s operational model is defined by the core principles of selectivity, country ownership, transparency, and results. This position is located within in the Sector Operations Division of the Department of Compact Operations, Millennium Challenge Corporation (MCC) (www.mcc.gov).

Our values identify who we are and what is important to us. Our values are CLEAR: Embrace Collaboration, Always Learn, Practice Excellence, Be Accountable and Respect individuals and ideas. MCC’s values define how we behave on a daily basis, both as individuals and as an institution, in pursuit of our mission. They guide how we make decisions, set priorities, address challenges, manage tradeoffs, recruit and develop staff, and work together with our country partners and stakeholders.

The United States President’s Emergency Plan for AIDS Relief (PEPFAR) and the Millennium Challenge Corporation (MCC) are leading exciting work supporting innovative approaches to ensure evidence-based decision-making for programs and policies that address HIV/AIDS, global health, gender equality and economic growth in sub-Saharan Africa. A $21.8 million “Data Collaboratives for Local Impact” (DCLI) program was launched in April 2015 and the first three projects are underway in Tanzania. DCLI is aligned with broader U.S. government efforts to maximize the effectiveness of U.S. foreign assistance, and with the Global Partnership for Sustainable Development Data (Global Partnership), to provide a practical country-level demonstration of how the data revolution can enhance efforts to achieve sustainable development.

As country-based implementation partners are selected and projects are prepared to ramp up, our small DCLI team needs in-country support to provide oversight and facilitation for projects operating in Côte d’Ivoire. DCLI is therefore looking for a talented professional to work as part of our professional team, supporting MCC and PEPFAR in leading DCLI strategic project implementation and oversight of the work of our in-country implementation partners.

MCC and the Department of State’s Office of the Global AIDS Coordinator (OGAC) have entered into a strategic interagency partnership. The MCC-PEPFAR partnership (“the Program”) leverages MCC’s experience in country ownership to increase country participation through multi-stakeholder engagement around the availability, accessibility, analysis and use of data beginning with a focus on health, economic growth and gender equality. Specifically, MCC will work with PEPFAR and relevant in-country stakeholders to explore interest in, conceptualize and implement activities to strengthen the use of data in the country.

The Partnership’s program, called Data Collaboratives for Local Impact (DCLI), will involve targeted investments to strategically strengthen the data-use ecosystem in areas of HIV/AIDS and broader health, education, gender equality and economic growth in target countries at (1) national level (through development of the data ecosystem and capabilities for advanced data science) – and (2) subnational level (to enhance sub-national level institutional capacity, including support for efforts to reduce the rate of new HIV/AIDS cases among adolescent girls).

MCC and OGAC have established the Program given MCC’s experience of putting development principles into practice in partnership with country governments, including approaches, tools and methodologies such as the compact development process, strategic consultation, shared analysis, due diligence, monitoring and evaluation, and the creation of implementation arrangements that drive results, country engagement, and accountability.
