About this file

This document is Amendment No. 1 to solicitation DCKA-2026-Q-0077, issued by the District of Columbia Office of Contracting and Procurement on behalf of the District Department of Transportation (DDOT) for design consultation services related to the Rehabilitation of the Mall Tunnel. The amendment extends the proposal submission deadline from May 20, 2026, to May 27, 2026, at 2:00 p.m. EST. The solicitation requires prospective offerors to acknowledge receipt of this amendment prior to the extended deadline through completion and return of the amendment document, acknowledgment on each offer copy, or separate written correspondence. The primary modification to the original solicitation involves comprehensive revisions to Section H.5 regarding the diversion, reassignment, and replacement of key personnel, establishing specific staffing requirements that cannot be changed without pre-approval from the Contracting Officer.

The amended solicitation mandates eight key personnel positions with defined qualifications: one Project Manager with a Bachelor's degree in Civil/Structural Engineering and a minimum of 10 years of tunnel maintenance and inspection experience holding a Professional Engineer (PE) or Chartered Engineer (CEng) license; three specialty engineers (Structural, Mechanical, and Electrical) each requiring a Bachelor's or Master's degree and 10 years of professional experience, with five years minimum in tunnel-related projects; three Inspection Team Leaders (Structural, Mechanical, and Electrical) each requiring 6 years of tunnel or bridge inspection experience and appropriate National Tunnel Inspection Standards (NTIS) certifications; and one IT System Administration Support Staff member requiring a Bachelor's degree with a technical major and 5 years of system administration experience. The amendment also addresses six submitted questions clarifying proposal requirements, including confirmation that the IT System Administration role is mandatory, specification of page limits for various sections (50 pages for L.7.2.3, five example projects for L.7.2.5, and five pages for Section H), confirmation that SF330 Part II forms are required for subconsultants, allowance for landscape-oriented pages in Section H and organizational charts, and inclusion of subconsultant work history information where applicable.
