About this file

This document is an Amendment to a Solicitation/Modification of Contract for a state and local contract opportunity between the District of Columbia Department of Transportation (DDOT) and potential contractors.

The purpose of this Amendment is to extend the Bid Opening from September 20, 2021 to October 4, 2021 for the "Conduit Conditioning for Fiber on Major Arterials" project, which seeks a contractor to prepare the conduit system for future fiber cable installation. The project involves inspecting the conduit system, rodding the conduits, and performing cleaning operations. Attached to the Amendment are the Questions/Answers from the Pre-Bid Meeting, the Contracting Officer and Contract Administrator presentations, and the Transportation Equity and Inclusion Division presentation. The contract is funded by Federal Aid Program No. 2020 (027), and the Disadvantaged Business Enterprise (DBE) goal is 14%. The Amendment also provides details on the On-the-Job Training (OJT) requirements for the project.

Technical Project Overview

❑The purpose of this project is to prepare the conduit system for future installation of fiber cables. The first step of the work is to perform inspection of the conduit system to determine its condition. This will be accomplished by rodding the conduits and performing a more extensive cleaning operation when the rodding is not successful. A pull rope will be installed after the rodding is completed successfully. In general, these conduits contain existing cables that must remain during the construction of the fiber-optic cable and afterwards. The conduits are either DDOT or PEPCO owned. Many of these conduit runs were installed as early as the 1980s and the condition is not known. However, it is known that the existing cables in the conduits are operational.
