About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget's Printing Services in response to Request for Quote (RFQ) #26*0020 for the DCH 669 Fee for Service Handbook. The project requires the printing of 40,000 copies of the handbook. No specific response deadline, due date, site visit, or bidders' conference information is provided in the document. The recommended vendor for award is Lawson, and an actual award will be issued following receipt of an order and the final decision to outsource the work. Vendors have the opportunity to file a protest of the award decision through the Vendor Self Service system within the posted deadline.

Four vendors submitted quotes for this printing project, with prices ranging from $8,106.01 to $26,487.56. Lawson was selected as the recommended vendor at $8,300.00, despite not submitting the lowest bid, based on the evaluation criteria of best value to the State of Michigan, which considers turnaround time, price hold, printed in Michigan status, and experience. All recommended and competing vendors demonstrated the ability to complete the work within specified turnaround times (10 to 20 business days) and met the experience requirements. The evaluation process permits Printing Services to award to a higher-priced bidder if superior value is demonstrated through factors such as faster turnaround time or other criteria. The primary contact for questions regarding this procurement is Brad Schumann, print consultant.
